Responsibilities

  • Provide program technical assistance to all 43 member counties of GOWBI and serve as the primary point of contact for WIOA and CCMEP eligibility, enrollment, service delivery, and documentation requirements.

  • Researches and drafts new/ revised GOWBI policies; communicates changes to counties and secures Board approval.

Job description

The Program Coordinator provides Workforce Innovation & Opportunity Act (WIOA) program technical assistance, compliance monitoring, and performance tracking for the 43 member counties of the Greater Ohio Workforce Board, administered by the Greater Ohio Workforce Board, Inc. (GOWBI). Working under the direction of the Executive Director, this position serves as the primary day-to-day resource for county staff and service providers delivering WIOA Title I Adult, Dislocated Worker, and Youth services and the Comprehensive Case Management and Employment Program (CCMEP). Responsibilities include interpreting and communicating federal, state, and local policy; delivering training and technical assistance; conducting program monitoring reviews and tracking corrective action to resolution; and analyzing county and area-wide performance data to identify concerns early and drive continuous improvement. This position relies on strong working knowledge of workforce programs, sound analytical skills, and a commitment to excellent customer service.

  • Provide program technical assistance to all 43 member counties of GOWBI and serve as the primary point of contact for county staff and service providers on WIOA and CCMEP eligibility, enrollment, service delivery, and documentation requirements. Interprets and communicates federal, state, and local policy, including DOL Training and Employment Guidance Letters and ODJFS Workforce Innovation and Opportunity Act Policy Letters. Develops and delivers training, webinars, desk aids, and onboarding for new county staff to foster continuous improvement. Maintains a technical assistance log to track recurring questions and identify area-wide training needs.
  • Monitors program compliance for all 43 member counties of GOWBI and conducts annual and targeted WIOA and CCMEP monitoring reviews, including participant file reviews in ARIES. Prepare monitoring reports documenting findings, areas of concern, and recommendations. Identifies compliance issues and tracks corrective action plans through resolution. Assists the Executive Director and/or Deputy Director in preparing for state and federal monitoring reviews and audits.
  • Tracks and analyzes program performance for GOWBI and its member 43 counties. Monitors WIOA primary indicators of performance and CCMEP measures, including employment rate, median earnings, credential attainment, and measurable skill gains. Pulls, analyzes, and reports data from OWCMS and state reporting systems. Develops and maintains county-level performance reports and dashboards for the Deputy Director, Executive Director, and Board. Identifies counties at risk of not meeting performance goals and provides targeted technical assistance. Supports annual performance negotiations with ODJFS by preparing data and analysis.
  • Research and drafts new and revised GOWBI program policies and procedures for review by the Deputy Director. Tracks changes in federal and state guidance, recommends local updates. Prepares policies for Board approval for Executive Director. Provides any updated policies to the 43 counties with details on changes made.
  • Supports special projects as assigned, such as Rapid Response coordination, OhioMeansJobs Center certification, local and regional plan development and modification, and grant applications. Develops and maintains project reports that include data downloaded from state MIS systems.
  • Represents GOWBI at county, partner, and state meetings as directed by the Executive Director and/or Deputy Director. Presents program updates, monitoring results, and performance information at Board and committee meetings.
  • Assists with the GOWBI complaint and grievance process, including intake, fact finding, and documentation in support of the GOWBI Hearing Officer.
  • All other duties assigned by supervisor.
Knowledge and Skills:
Experience

Two years to five years of similar or related experience.

Experience with WIOA Title I and/or CCMEP programs preferred.

Experience conducting program monitoring, auditing, or quality assurance reviews preferred.

Education

A Bachelor's degree.

  • Keyboarding skills at a minimum of 70 net words per minute; ability to use transcription equipment; ability to record meeting minutes accurately.

  • Internet and email skills; ability to use office equipment such as fax machines, copiers, scanners, printers, computer, etc.
  • Proven human relations skills and ability to positively interact with officials within Ohio’s workforce development and economic development agencies, the Ohio higher education system, state and local policymakers; the local community, elected officials, and Area 7 Board members.
  • High degree of personal integrity and discretion required for work involving necessary access to personal and confidential information.

  • Ability to perform multiple tasks in an orderly, efficient, and professional manner.

  • Knowledge of (or ability to quickly learn) the Workforce innovation and Opportunity Act (WIOA), CCMEP, 2 CFR 200; ARIES/CFIS, Ohio’s workforce development system, and board governance practices.
  • Strong analysis and performance reporting skills.
Physical Requirements

The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items, driving an automobile, etc. No special physical demands are required to perform the work.
