Job summary

Nakupuna Companies seeks a Program Analyst to support U.S. Department of State global health policy and foreign affairs objectives. This role will coordinate MOUs with WHA region partners and help advance U.S.

interests through policy analysis, coordination of interagency actions, and engagement with partner governments. The analyst will serve as a policy advisor, organize meetings, prepare reports for senior leadership, and track MOUs to ensure timely implementation.

Qualifications

  • Bachelor’s degree or higher in International Relations, Public Administration, Latin American Studies, or related field.
  • Minimum 5 years of international program coordination, MOU development, or regional engagement.

Responsibilities

  • Support the drafting, review, and negotiation of MOUs with WHA region partners.
  • Coordinate the implementation of signed MOUs, tracking progress and ensuring compliance with agreed terms.
  • Facilitate engagement and communication between U.S. government stakeholders and WHA region counterparts.
  • Organize and participate in meetings, briefings, and events related to MOU activities.
  • Prepare reports, updates, and briefing materials for senior leadership.
  • Identify and address challenges or barriers to effective MOU implementation.

Job description

Nakupuna Solutions seeks a Program Analyst to support U.S. Department of State global health policy and foreignaffairs objectives. This position will advance U.S. interests by coordinating global health policy in MOU development, implementation, and engagement activities with partner governments and organizations in the Western Hemisphere (WHA) region, ensuring alignment with U.S. policy objectives and effective regional collaboration.

The Program Analyst (WHA) will serve as a primary action officer and policy advisor for global health issues. The position will coordinate and clear Department and interagency actions, analyze complex international health developments, develop policy recommendations, and represent U.S. positions in multilateral settings.


Job Duties Include


  • Support the drafting, review, and negotiation of MOUs with WHA region partners

  • Coordinate the implementation of signed MOUs, tracking progress and ensuring compliance with agreed terms

  • Facilitate engagement and communication between U.S. government stakeholders and WHA region counterparts

  • Organize and participate in meetings, briefings, and events related to MOU activities

  • Prepare reports, updates, and briefing materials for senior leadership

  • Identify and address challenges or barriers to effective MOU implementation


Deliverables


  • Cleared action memoranda, policy responses, implementation guidance, and related correspondence

  • Policy analyses, position papers, decision-support materials, briefings, talking points, and Congressional testimony

  • Global health situation assessments and portfolio analyses with actionable policy and program recommendations

  • Negotiation positions, strategies, interventions, and meeting readouts for multilateral and interagency engagements

  • Program effectiveness assessments and recommendations for adjustments to foreign assistance programming

  • Regular progress reports and a final summary report detailing achievements, challenges, lessons learned, and recommendations


Skills/Qualifications

Demonstrated ability to operate effectively in complex, sensitive, and rapidly evolving foreign policy environments. Strong analytical, diplomatic, organizational, and communication skills, with the ability to advise senior officials and advance U.S. positions across diverse international audiences.



  • Experience in drafting, negotiating, and implementing MOUs

  • Strong understanding of diplomatic engagement and regional dynamics in the WHA region

  • Excellent organizational, communication, and stakeholder engagement skills

  • Ability to coordinate across multiple teams and manage competing priorities

  • Proficiency in Spanish or Portuguese preferred


Education and Experience


  • Bachelor’s degree or higher in International Relations, Public Administration, Latin American Studies, or a related field

  • Minimum 5 years of experience in international program coordination, MOU development, or regional engagement, preferably with experience in the WHA region


Work Schedule and Location

Position is full-time, 40 hours per week (Monday-Friday) in Washington, DC


Travel

Occasional domestic and international travel required, including travel to meetings, conferences, and multilateral engagements (25% international travel).


Clearance

Secret clearance required. Must be a U.S. citizen.


The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $98,500 to $116,000 (annualized USD). The salary range displayed represents the typical salary range for this position and is just one component of Nakupuna Companies' total compensation package for employees.
