Systems Planning and Analysis, Inc. (SPA) seeks a Program Analyst to support NAVSEA's Naval Special Warfare Program Office in Washington, DC. This role emphasizes defense acquisition, program planning, and cross‑functional coordination among government, industry, and engineering teams.

The candidate must have a current Secret clearance and demonstrated experience in acquisition programs, with the ability to drive schedules, milestones, and transitions from concept through deployment.

Formación

  • Bachelor's degree in a business or technical field.
  • Five years of defense acquisition experience.
  • Familiarity with SOCOM acquisition processes, especially loitering munitions.
  • Experience in Navy programs, especially Naval Special Warfare.
  • Secret clearance and ability to maintain it throughout employment.

The Undersea Technology Analysis Portfolio (UTAP), within the Sea, Land, & Air Analysis Group in SPA, conducts rigorous and objective analyses to enable the Navy and other DoD organizations to make decisions, plans, and strategies to deliver emerging undersea technologies and warfighting capabilities. We support clients across the undersea and naval special warfare enterprises, including those within resourcing and requirements (OPNAV N97), acquisition (program offices for undersea technologies and naval special warfare), and science and technology (Office of Naval Research, DARPA) Our enduring capabilities include:

  • Identifying capability gaps, developing requirements, and generating solutions
  • Assessing the operational utility and technical feasibility of new technologies
  • Execution of acquisition and technology development programs, including developing plans and roadmaps to mature, deliver, and sustain new technologies
  • Analysis of vulnerabilities and threats to undersea platforms and systems
  • Quantitative analysis and modeling of undersea forces and their missions

SPA has an immediate need for a Program Analyst to support NAVSEA's Naval Special Warfare Program Office in Washington, DC. #MC #FC #KS

Responsibilities

SPA is seeking a highly qualified Program Analyst to serve as an Assistant Program Manager supporting the Maritime Launched Effects (MLE) program. The ideal candidate will possess extensive, demonstrated experience supporting defense acquisition programs, preferably within U.S. Special Operations Command (SOCOM) acquisition organizations, with a strong understanding of acquisition policies, processes, and program management frameworks. Responsibilities include supporting program planning and execution, coordinating acquisition documentation and milestone activities, managing program schedules and deliverables, and facilitating coordination among government, industry, engineering, and operational stakeholders. The candidate must demonstrate the ability to support the development, acquisition, integration, testing, and transition of complex defense capabilities from concept through operational deployment. The position requires a current Secret security clearance and proven ability to operate effectively in a fast-paced, mission-focused acquisition environment supporting advanced maritime and unmanned capabilities.

Reports full-time to the Washington Navy Yard.

Qualifications

Required Qualifications:

  • Bachelor's degree in a business or technical field
  • Five years of relevant experience in defense acquisition
  • Familiarity with Special Operations Command acquisition processes, particularly with loitering munitions
  • Experience in U.S. Navy programs or operations, particularly in Naval Special Warfare
  • Secret Clearance and the ability to maintain it throughout employment

Desired Qualifications:

  • Master's Degree in a business or technical field
  • Project Management Professional (PMP) or equivalent certificate
  • Significant experience with Naval Special Warfare programs, particularly maritime and unmanned systems
Pay Range Information

Salaries are commensurate with experience and qualifications, as well as market and business considerations. Washington, DC, Pay Transparency Salary range: USD $100,000.00/Yr. - USD $140,000.00/Yr.
