POSITION SUMMARY:
A Program Analyst is responsible for providing professional support for programs or internal functional activities and typically performs moderately difficult analysis, research, writing, and project coordination, usually under the direction of a Senior Specialist or Director. The Analyst understands policies, standards, and their application to their work. An advanced degree may be substituted for work experience on a case-by-case basis. An Analyst may also hold a very senior level administrative position requiring the ability to support and coordinate the office of a senior executive and communicate with internal and external stakeholders at a level commensurate with the position’s duties and expectations. Analysts may have frequent contact with outside organizations or internal customers that may involve project coordination, information sharing, or resolution of problems. They may be required to travel and represent NACCHO at meetings.
PROGRAM SPECIFIC SUMMARY:
This position is located within the Public Health Law and Policy portfolio. The Analyst will primarily support projects focused on supporting public health legal practice at local health departments. In addition, there will be opportunities to support activities related to concepts, including public health policy and other areas of public health practice when necessary. General responsibilities for this position include project planning, coordination, implementation, and evaluation; marketing and promotion; research and analysis; and other duties as assigned. The position requires independent thinking and judgment; critical analysis skills, and excellent verbal and written communications skills. POSITION SPECIFIC DUTIES:
- Informs and supports program and project development, implementation, coordination, promotion, and evaluation using knowledge and experience in areas of specialization.
- Performs day-to-day task management associated with assigned projects and supports the completion of project deliverables, such as writing and disseminating reports/briefs, creating and updating Web content on project websites, coordinating and hosting meetings, developing and analyzing surveys, tracking and monitoring project activities, and sharing information with local health departments and other NACCHO partners and stakeholders.
- Assists in implementing the project monitoring and evaluation plan, including developing tools such as surveys and interview guides, collecting qualitative and quantitative data, analyzing and synthesizing data, and disseminating summary information internally and externally.
- Contributes to long‑term project and strategic planning.
- Contributes to the development of concepts, strategies, practices, and procedures to improve the efficiency and effectiveness of program operations and capabilities.
- Communicate with local health departments and other external partners and stakeholders at the local, state, national, and federal levels.
- Supports the operation and management of NACCHO workgroups, which includes planning and overseeing meetings, supporting the workgroup chair, providing or coordinating technical and capacity building assistance; and drafting policy statements.
- Participates in work related travel activities, including local health department site visits and other convenings associated with Public Health Law activities.
- Contributes to the development of presentations, scientific posters, and exhibits to share and promote project findings at professional and public meetings and conferences.
- Supports communications staff to share and promote internal activities and public health news relevant to the designated area of work.
- Serves as liaison to NACCHO members and partners and communicates regularly with these groups regarding funding opportunities, conferences and training, and other information related to the designated area of work.
- Supports the provision of technical and capacity building assistance to local health departments and other partners and stakeholders at the local, state, national, and federal levels.
- Supports the development, coordination, and implementation of training, facilitated meetings, and events for local health departments and other partners and stakeholders at the local, state, national, and federal levels.
- Represents NACCHO at external meetings and conferences related to their designated area of work.
- Assists project staff in other duties as assigned.
Unit/Program Specific Duties
- Serve as project lead and perform day-to-day tasks associated with assigned projects. This may include establishing/supporting advisory groups, hosting webinars and conference calls, conducting research, writing reports/briefs, and serving as primary point of contact for members and partner agencies.
- Support NACCHO's public health law and policy activities, including the development of legal and administrative preparedness resources customized to the needs of local health departments, within the requirements of relevant federal, state, and local laws.
- Collaborate with internal and external subject-matter experts
- Lead technical assistance efforts for local health departments participating in assigned projects.
- Engage with national partner organizations as well as territorial, tribal, local, and state health officials as necessary.
- Participate in strategic planning and efforts to identify new/future projects and partnership opportunities, with an understanding of the potential implications for practice of public health law and policy related activities.
- Apply a basic understanding of research methods, designing and conducting qualitative/quantitative research, analyzing results, and conveying findings through written and oral means to all project work.
- Apply understanding of legal research methods, strategies, and techniques, when necessary
EDUCATION/EXPERIENCE/SKILLS:
Bachelor's degree and certification in relevant professional field with a minimum of 5-7 years relevant work experience; or equivalent combination of education and experience, including a relevant certification.Master’s degree in public health (MPH) or another relevant field preferred. Juris Doctor (JD) preferred.
- Ability to write routine reports and correspondence.
- Ability to speak effectively before groups of customers or employees of the organization.
- Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form.
- Ability to deal with problems involving several concrete variables in standardized situations.
- Spreadsheet and word processing software experience required.
- Knowledge of public health law issues at the local, state and/or federal level(s).
- Knowledge of United States legal system.
- Knowledge of Adobe products.
- Knowledge of Zoom web conferencing.
- Knowledge of Microsoft Outlook, Microsoft Word, Microsoft PowerPoint, Microsoft Teams, and Microsoft Excel.

Salary Range: $64,725 - $68,787
TERM
This position is considered Fiscal Year term; however, it is a critical role. NACCHO will continually strive to maintain funding for all positions.
