Full job description. Duties: There will be one selection per site. Proposed onboarding will be late August through September, but no later than September 30th. This is a developmental position leading to a GS‑11, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. You will ultimately acquire the background necessary to perform at the full performance level of GS‑11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.
Program and Partnership Management
- Program Management: With assistance from higher Informaticist, provides communication channels to clinical and business teams to support deployment, sustainment, and optimization efforts; includes communication among all stakeholders through each level of the organization, to facilitate and support change.
- Partnership Management: Works with higher level Informatics in leading meaningful and coordinated use of subject matter experts to support decision‐making among informatics functions to optimize the healthcare system and the tools that support the business. Cultivates a healthy collaboration between enterprise and facility level clinical / biomedical engineering staff and health informatics, ensuring that patient care technology is effectively and efficiently integrated into the clinical process.
Technical and Data Management
- Data and Content Management: Uses an array of tools designed to give the most useful information, in the most accessible way, to the right staff, at the right time, to support optimal patient outcomes.
- Application Support: Enhances electronic health record (EHR) usability, interoperability, and ability to interface with other information‑based systems while meeting regulatory, accreditation, and legislative reporting requirements.
- Business Architecture Management: Utilizes workflow analysis necessary to understand the change from the current (as‑is) state to a future (to‑be) state and addresses the "how" of a process.
- Health Information Technology System Optimization: Curates the EHR to suit the needs of clinicians in support of standardized and evidence‑based care to the patient community. Studies how people interact with devices, products, and systems.
- Requirements Management: Evaluates, documents, analyzes, prioritizes, and recognizes requirements for the improvement of the EHR and other systems in collaboration with the end‑user.
Education and Change Management
As a trainee, develops and provides formal and informal education and in‑services to facility staff as required to facilitate program success. Maintains professional relationships with supervisors, co‑workers, and others in the organization. Demonstrates appropriate and proactive interpersonal skills to achieve the goals of the service. Demonstrates an ability to work under a variety of circumstances to maximize group productivity and quality.
Work Schedule
Monday – Friday 8:00am – 4:30pm. This is not a virtual position.
Conditions of Employment

- Selective Service Registration is required for males born after 12/31/1959.
- Must be proficient in written and spoken English.
- May be required to serve a probationary period.
- Subject to background/security investigation.

- Training‑Service Agreement and Mobility Agreement required.
- Participation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel.
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/20/2024. The following specialized and preferred experiences apply:
- Specialized Experience: One year of experience equivalent to at least the next lower grade GS‑05 in the normal line of progression for the occupation. Examples include applying analytical and evaluative methods to issues or studies concerning the efficiency and effectiveness of a clinical program; planning, organizing, and developing studies or projects; making recommendations on operating programs and negotiating with others to accept and implement recommendations; evaluating and making recommendations regarding health care delivery systems.
- Preferred Experience: College degree or current enrollment in a Health Informatics related field (computer science, AI, etc.); prior work experience in Health Informatics or related field; Health Informatics related certifications; trainings in LEAN, Project Management, Change Management; proficiency in Microsoft Word, Excel, Outlook; optional experience with CPRS/VISTA, MUMPS, PowerBI, SQL, SSRS, SharePoint, Pyramid, clinical experience.
