Job description

The Program Analyst – Acquisition supports the Department of Homeland Security (DHS), Customs and Border Protection (CBP), specifically the Office of Field Operations (OFO) Acquisition, Mission Support Directorate. This role involves assisting in the procurement of Non-Intrusive Inspection (NII) technologies used for cargo and conveyance inspections to prevent illicit imports, facilitating lawful travel and trade. The position requires close collaboration with CBP stakeholders to define and execute acquisition strategies.

Minimum Requirements:

• Must be a U.S. Citizen.
• Must undergo a background investigation (BI).

Responsibilities:

1. Provide expertise throughout the entire acquisition lifecycle, from initial planning to contract closure.
2. Guide pre-award activities, including conducting site surveys, market research, developing requirements, crafting acquisition strategies, preparing independent Government cost estimates, and addressing contractual prerequisites.
3. Prepare, review, and assess acquisition documents such as SOWs, CDRLs, IGCEs, DIDs, FRDs, RFPs, RFQs, and deliverable schedules.
4. Assist in the administration and execution of contracts post-award.
5. Manage acquisition processes for communication, network, and IT programs within CBP's Non-Intrusive Inspection Division.
6. Translate operational needs into contractual documents like Statements of Work, Work Performance Statements, and Statements of Objectives.
7. Review requirements generation, ensuring alignment with DHS policy and identifying technology gaps.
8. Manage documentation by compiling meeting minutes and maintaining program documents.
9. Perform project management and program analysis across disciplines including finance, contracts, purchasing, economics, and operations.
