Job summary

The Leidos National Airspace Systems Integration Support (NISC) Program seeks a Program Analyst to support FAA’s Office of Advanced Aviation Technologies. Remote position based in the Washington DC area with in-person requirement five days a week, supporting safety, security, and reauthorization activities.

Responsibilities include administrative support, FOIA processing, document editing, and coordination of travel and meetings with internal and external stakeholders.

Qualifications

  • BA degree with 2+ years of relevant experience or Master’s with experience; degree may be substituted with equivalent experience.
  • Excellent written communication and ability to proof/edit official documents independently.
  • Ability to communicate to management levels, multi-task, and manage meetings with diverse stakeholders.
  • High proficiency in Microsoft Office (Word, Excel, PowerPoint, Teams).
  • Experience with FOIA support and related processes.

Responsibilities

The Leidos

The Leidos National Airspace Systems Integration Support (NISC) Program is looking for a Program Analyst to support the Federal Aviation Administration's (FAA) Office of Advanced Aviation Technologies (AAT).

The Office of Advanced Aviation Technologies will be the designated point for activities related to the integration of advanced aviation technologies including Advance Air Mobility, Unmanned Aircraft Systems, and Supersonic aircraft in United States. The incumbent will support the new Electric Vertical Takeoff and Landing (eVTOL) Integration Pilot Program (eIPP) partnerships that will enable safe operations and increasing automation safety in the National Airspace. This is a remote position, based out of the Washington DC area.

Specifically, this work directly supports the FAA’s safety mission and statutory requirements across multiple functional areas including safety oversight, security, and FAA Reauthorization implementation activities.

Primary Responsibilities

Administrative Support

  • Support executives and technical actions for the FAA Administrators, management team, and staff—including logistical support, administrative briefings, and urgent action items.
  • Directly responsible for the development and finalization of all documents delivered to the Chief Administrative Officer, internal and external stakeholders, as well as Congressional hearings.
  • Utilize internal systems (e.g., SharePoint, Outlook, Teams, E2, Concur, or agency-specific tools) to manage workflows and communication.
  • Coordinate and manage domestic and international travel arrangements, including processing country clearances, travel authorizations, and expense vouchers while adhering to federal travel guidance and budget parameters.
  • Conduct in-depth research to lead and/or support FAA staff with special projects and routine tasks.
  • Draft, maintain, and finalize official correspondence in FAA’s Electronic Documents Management System (EDMS).
FOIA Support
  • Provide support services relating to Freedom of Information Act (FOIA) processing to include the answering and routing of incoming calls; photocopying; preparing memoranda and letters; and scanning documents for electronic use.
  • Initiate or conduct the search for respective records, review records, and recommend appropriate FOIA exemptions.
  • Contact the appropriate FAA component to collect responsive records, coordinating with other FAA components as necessary.
  • Coordinate with FAA Legal Counsel to determine proper application of the FOIA to the draft response letter and responsive records.
  • Make appropriate corrections to the draft response letter and/or records as required by the FAA.
  • Ensure the final response letter with FAA is ready for signature by the appropriate FAA signatory party, appropriate redactions applied, and have been sanitized (i.e., live hyperlinks, review comments, and notes removed).
  • Upload appropriate documentation in the FAA FOIA management system and close out requests accordingly.
Basic Qualifications
  • BA degree and 2+ years of prior relevant experience or Masters and prior relevant experience. Sufficient relevant experience will be considered in lieu of a degree.
  • Excellent written communication skills are a must. This position requires the incumbent to proof, edit, and finalize official documents using independent discretion on completion and disbursement.
  • Ability to communicate to various levels of management, with the capacity to multi-task, strong organizational skills, budget adherence experience, and ability to organize meetings consisting of agency and external stakeholders with a broad range of specialties and interests including members from professional aviation organizations are required.
  • High proficiency in utilizing Microsoft Office applications to include Word, Excel, Teams, and PowerPoint.
  • Experience with editing and proofreading official documents.
  • Must be able to obtain and maintain Public Trust Security clearance.
  • Position requires in-person support five days a week, FAA or DOT Headquarters in Washington, DC. There is not a telework or remote option.
  • Prior experience with FOIA support.
Preferred Qualifications
  • Prior experience working in federal government contracting.
  • Working knowledge of FAA systems.
  • Experience with FAA EDMS.

Pay Range

Pay Range $59,150.00 - $106,925.00
