Statement of Need and Purpose

The Fogarty International Center (FIC), a component of the National Institutes of Health (NIH), requires professional scientific and technical program analysis support services to advance its global health research and training mission. The FIC Division of International Training and Research (DITR) requires Program Analyst services to support scientific planning, program administration, extramural grant oversight, and decision‑making activities, as well as mandatory Congressional reporting through the FIC Office of the Director.

These services are essential to ensuring FIC fulfills its statutory obligation to advance international health sciences cooperation, facilitate research training fellowships, and support the assembly of scientists for international health research and collaboration, all in direct support of NIH's mission to enhance health, lengthen life, and reduce illness and disability.

Background Information and Objectives

The Fogarty International Center is the international component of NIH, dedicated to advancing global health research through innovative and collaborative research and training programs. FIC administers a portfolio of extramural grants, cooperative agreements, fellowships, and career development awards supporting U.S. and international scientists working to address critical global health challenges. DITR manages a broad range of scientific programs and is responsible for ensuring effective administration, monitoring, and Congressional reporting of these activities in compliance with NIH policies and federal mandates.

To fulfill its mission, FIC requires analytical and programmatic support to research and assess scientific programs, compile and analyze data, support extramural grant administration, facilitate scientific convenings, and liaise with the NIH Office of the Director on Congressional inquiries and reporting. Without this support, FIC's capacity to execute its statutory responsibilities and maintain rigorous oversight of its global health portfolio would be significantly diminished, undermining both the NIH mission and the Government's commitment to accountability and results under the President’s Management Agenda.

General Responsibilities
  • Research and assess the operation of the organization's scientific programs.
  • Conduct literature searches and provide summaries of findings as part of preliminary planning for new research activities and directions.
  • Compile data and create and prepare graphs, slides, presentations, and scientific reports.
  • Perform logistical planning of various scientific meetings, lectures, workshops, symposia, and conference calls.
  • Support the administration and monitoring of extramural grants and cooperative agreements, including eligibility reviews and post‑award administration.
  • Track action items and tasks, maintain spreadsheets of relevant information, and provide deadline reminders to Program staff.
  • Prepare slide sets on achievements of FIC grantees for scientific and programmatic presentations.
  • Liaise with the NIH Office of the Director for Congressional inquiries, reporting, and justifications related to FIC.
  • Attend regular meetings to provide needed information on FIC activities and coordinate with NIH OD and other FIC divisions.
Specific Requirements – Level of Effort
  • Collaborate with program officers on existing projects and new initiative development.
  • Provide technical experience and assistance for grant administration and monitoring.
  • Conduct searches of PubMed, Web of Science, NIH databases, and other sources for programmatic needs.
  • Design, develop, and maintain databases, Listservs, spreadsheets, PowerPoint presentations, and other computer applications.
  • Develop periodic and special reports, research findings, and congressional justification language.
  • Draft requests for co‑funding from other NIH Institutes and Centers and plan meetings with co‑funding partners.
  • Coordinate performance and status reporting at all stages of award lifecycle.
Education

Master’s degree (preferred) or bachelor’s degree with equivalent experience in public health (or related field).

Experience
  • Public health research skills.
  • Proficiency with MS Office Suite.
  • Strong oral and written communication skills.
  • Knowledge of program administration and grant oversight.
