Qualifications

  • Bachelor's degree and 6 years’ experience required, or equivalent military experience/administrative background.
  • Active Top Secret clearance with ability to obtain Top Secret/SCI clearance.
  • U.S. Citizenship required.
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Access).
  • Familiarity with PowerBI preferred.
  • Strong analytical and communication skills.
  • Detail-oriented with strong organizational skills.

Responsibilities

  • Support PMO leadership to track, report, and brief personnel recruiting and performance management efforts.
  • Draft, coordinate, and track IPAs, detailees, and associated packages.
  • Monitor status of civilian, Active Duty and Reserve personnel performance and awards.
  • Provide guidance on position design and utilization including AcqDemo and other systems.
  • Assist with Pay Pool performance programs, including appraisals and bonus recommendations.
  • Communicate effectively with senior executive military and civilian leadership.

Description

SAIC is seeking an experienced Program Analyst to support the Office of the Under Secretary of War for Research and Engineering (OUSW(R&E)) Office of the Executive Director by providing clerical and administrative support for comprehensive manpower and personnel programs. This role requires a highly organized, proactive, and detail-oriented professional to assist the Personnel Management Office (PMO) with various administrative tasks, utilizing Microsoft Office tools and providing essential support for meetings, correspondence, and background information gathering in the areas of human resources, military personnel, manpower, and executive resources.

The position is located at the Pentagon in Arlington, VA, with a full-time, on-site requirement.
Responsibilities:
  • Support PMO leadership to ensure timely tracking, reporting, and briefing of OUSW(R&E) government personnel recruiting, hiring, and performance management efforts.
  • Draft, coordinate, and track packages for inter-governmental support agreements (IPAs, detailees).
  • Monitor due dates and status of civilian, Active Duty and Reserve personnel performance reports and award packages.
  • Provide guidance on position design and utilization including AcqDemo and other personnel classification systems.
  • Assist with Pay Pool performance programs, including appraisals, adjustments, and performance bonus recommendations.
  • Exceptional written and verbal communication skills, with a proven ability to interact seamlessly and effectively with senior executive military and civilian leadership.
Qualifications
Required Education and Experience:
  • Bachelor's degree and 6 years’ experience from an accredited college or university; a minimum of two (2) years’ experience of specialized administrative and business experience, or military experience can be considered in lieu of degree per the contract.
  • Must possess an active Top Secret security clearance with the ability to obtain and maintain a Top Secret/SCI clearance.
  • U.S. Citizenship required.
  • Relevant experience providing administrative support in areas such as human resources, military personnel, manpower, executive resources, personnel management.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Access).
  • Familiarity with PowerBI preferred.
  • Strong analytical and problem-solving skills.
  • Excellent interpersonal and communication skills, both written and verbal.
  • Ability to work independently and collaboratively in a team environment.
  • Detail-oriented with strong organizational skills.

Target salary range: $80,001 - $120,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
