Job description

Overview

VTG is seeking a Program Acquisition Analyst to support the Navy and the OPNAV N96 program in the capacity of Future Surface Combatants. This position will be onsite in Arlington, VA at the Pentagon.


What will you do?

Candidate will be the primary point of contact at OPNAV N96 for Navy Training Systems Plans. Essential duties and responsibilities include the following. Other duties may be assigned:

  • Provide strategic analysis and well-integrated/coordinated support for N96F1 in accordance with Department of Defense program management and acquisition oversight policies and strategies.
  • Support program requirements management for Future Surface Combatants, including upgrades to existing surface combatant classes. Provide weekly status updates and recommendations related to program cost, schedule, and performance. Identify issues and provide recommendations to achieve overall goals.
  • Assist in supporting IPTs, special advisory boards, off-sites, and working groups.
  • Prepare briefs, outlines, draft reports, and publications to support Flag-level technical and financial briefings/meetings and major milestone decisions (e.g., Developmental system CONOPS, Navy Training System Plan, QRCC, ICD, CDD, CPD, APB, TEMP).
  • Draft white papers, concept papers, MOAs, impact statements, technical reports, meeting summaries, and other material documenting meeting results or analyses related to Defense Planning Guide activities.
  • Participate in acquisition processes involving Future Surface Combatant development, including JCIDS processing and PPBE management of the Navy Surface Combat capabilities.
  • Review and assist in developing acquisition strategies and plans. Communicate program objectives to key officials and project officers. Draft formal presentations and high-level briefings (e.g., SECNAV, SECDEF) to support programming proposals.
  • Provide analysis to utilize new initiatives and best practices to improve program management areas.
  • Perform systems engineering design and Naval Architecture reviews and studies to support all phases of a system or platform lifecycle.
  • Serve as the principal technical advisor concerning Surface Combatant research, development, and requirements.
  • Maintain daily liaison with OPNAV N96's Division and Branch chain of command and Senior Leadership.
  • Maintain strong relationships and open communication with Program Offices, government activities, and industries under contract.
  • Perform Total Ownership Cost evaluations.
  • Conduct reliability, maintainability, and availability analyses.
Do you have what it takes?

Required skills

  • Working towards BA/BS and 7 years of professional experience with at least 5 years specific to DoD Acquisitions/Contracting.
  • Must have an Active Secret DoD Security Clearance and the ability to sustain it.
  • Prior Navy acquisition, PPBE, and costing experience.
  • Strong written/verbal communication and reporting skills.
  • Proficiency in MS Office Suite, Access, and Adobe Acrobat.
