Job summary

The Pennsylvania State System of Higher Education (PASSHE) seeks a Professional Services Commodity Leader to direct sourcing and contracting for professional services across its Procurement Shared Services. You will lead a small team, coach staff, and ensure compliance with the Commonwealth Procurement Code and PASSHE policy.

Remote position with occasional travel to Harrisburg and other locations; Pennsylvania residency is required.

Qualifications

• Bachelor's degree in business administration, public administration, supply chain management, or related field.
• Minimum of four (4) years of progressively responsible procurement experience, preferably including professional or consulting services.
• Experience leading or mentoring other procurement staff.

Job description

The Professional Services Commodity Leader directs the sourcing and contracting activities for the Professional Services commodity within Procurement Shared Services (PSS), a centralized function serving the universities of the Pennsylvania State System of Higher Education (PASSHE) and the Office of the Chancellor. This role provides day-to-day team leadership and technical direction to buyers and procurement specialists handling consulting, advisory, enrollment management, marketing, training, and other professional services engagements, ensuring all activity complies with the Commonwealth Procurement Code (62 Pa.C.S.) and PASSHE policy. The Commodity Leader serves as the primary subject-matter expert for professional services procurement, balancing hands-on sourcing work with the coaching, workload management, and quality oversight of a small team.

This position is remote but occasional travel to System headquarters in Harrisburg or other locations for meetings may be required. Pennsylvania residency is required.

• Bachelor's degree in business administration, public administration, supply chain management, or a related field, or equivalent combination of education and experience.
• Minimum of four (4) years of progressively responsible procurement experience, preferably including experience sourcing professional or consulting services.
• Demonstrated experience leading or mentoring other procurement staff, formally or informally.
• Proficiency with e-procurement and/or contract lifecycle management systems (e.g., SAP Ariba, DocuSign CLM) or comparable platforms.

• Experience in public higher education procurement or another public sector shared services environment.
• Certification such as CPPO, CPPB, CPSM, or equivalent.
• Experience supporting cooperative purchasing agreements and multi-campus or multi-entity procurement governance.
• Working knowledge of public procurement law and practice; experience with the Commonwealth Procurement Code (62 Pa.C.S.) or comparable public procurement statute strongly preferred.
