  • Support engineers with analyses and designs for road, bridge and culvert projects.
  • Provide engineering judgement to resolve drainage problems encountered by maintenance forces.
  • Assist in developing strategic plans for Region 4 and other regions.

New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

About the Work Unit

The Region 4 (Northeastern Colorado) Central Program, Hydraulics Residency provides hydraulic engineering designs and permit clearances for plans and specifications. Hydraulic design consists of hydrologic and hydraulic planning and analysis for the construction, rehabilitation or repair of structures required for conveying or draining water under, along or over Colorado Department of Transportation (CDOT) highway facilities.

About the Position:

The Professional Engineer I, provides engineering expertise and judgement by applying engineering theories, principles, and standards to design highway projects, prepare analyses, reports, permit clearances, and certify plans and specifications. This position ensures all design and construction work strictly complies with contract documents to deliver safe high-performing transportation system in and near natural and human-made water systems. This position monitors the work of professional and paraprofessional support staff assigned to projects for conformance to a scope of work, agency policy and procedural directives, and oversees and approves the work of consultants on behalf of CDOT.

Major Duties include but are not limited to:
  • Perform hydrologic and hydraulic design calculations, analysis and supporting documentation for draining water through, around and over CDOT transportation infrastructure;
  • Document compliance with Colorado Drainage Law, review and comment on drainage designs with other agencies and consultants;
  • Support the preparation of floodplain compliance and water quality compliancedocuments to satisfy local, state, regional and federal regulations under the National Flood Insurance Program;
  • Review and comment on drainage designs with developers working in or near public rights-of-way;
  • Review the adequacy of drainage designs of others and prepare comments to private and public entities;
  • Support Project Engineers and Resident Engineers in Region 4 with technical assistance in preparing analyses and designs on road, bridge and culvert design, rehabilitation and repair projects;
  • Prepare estimates of hydrologic runoff volumes and hydraulic distribution of hazards and impacts, and provide written and oral recommendations of appropriate methodology based on site conditions for review;
  • Provide engineering judgement and expertise to investigate issues and prepare recommendations or options to resolve drainage problems encountered by roadway and bridge Maintenance forces;
  • Support the Resident Engineer with balancing Residency workload and schedules;
  • Assist in developing strategic plans for Region 4 and other Regions through the State Hydraulic Engineer;
  • Develop new methods and products to improve customer service and optimize state resources;
  • Other duties as assigned.
Work Environment
  • Your schedule will primarily be 8:00 am – 5:00 pm work hours, Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met.
  • You will likely work a hybrid schedule with a combination of in-office and remote work.
  • Daytime travel during business hours to regular work sites and attend project site visits, meetings and trainings
  • Will be required to drive CDOT vehicles
Minimum Qualifications
  • Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers, and Professional Land Surveyors.

OR

  • Current, valid licensure as a Professional Engineer from another U.S. state's Board of Licensure. If meeting qualifications with an out-of-state PE license, it will be a condition of employment to obtain your Colorado PE license within six months of hire.

  • If meeting qualifications with an out-of-state PE license, must obtain Colorado PE license within six months of hire. If not a current Colorado resident, you must move to Colorado before you can start in this position.
Preferred Qualifications

The exceptional applicant will be an experienced Professional Engineer and will possess the proven ability or accomplishment in the following:

  • Demonstrated success with the duties listed in the Description of the Job section;
  • Years of State service experience related to the duties of this position;
  • Highest work/personal ethics and integrity;
  • Professional experience in hydrology and hydraulics design as a professional engineer;
  • Comprehensive knowledge and experience overseeing and managing hydraulic transportation design and construction projects;
  • Knowledge and experience with hydrologic analysis in ungagged waterways, and hydraulic analysis with 1 - and 2- dimensional tools and techniques;
  • Knowledge and experience with water quality and construction standards;
  • Extensive professional knowledge and operational expertise across a broad range of engineering specialty areas;
  • A history of progressively responsible project or program management experience, including the ability to successfully plan, organize, and manage multiple, concurrent projects or tasks of varying complexities;
  • Maintaining current working knowledge of engineering best practices, CDOT procedures, regulations, and policies related to area of responsibility;
  • Familiarity with AASHTO, FEMA, FHWA, MHFD and CWCB regulations, and Colorado Drainage Law;
  • Familiarity with CDOT’s Drainage Design Manual, CDOT’s Bridge Design Manual and M&S Standards, HEC and HDS Series from FHWA, and associated software familiarity;
  • Familiarity with application of culvert pipe material application;
  • Comprehensive knowledge of applicable Federal and State rules and statutes;
  • Experience with using a context-sensitive solutions process during final design and construction;
  • Dedication to CDOT's mission, goals, and overall objectives;
  • Credibility on technical matters with staff, peers, staff of other organization units, internal and external customers, and local stakeholder groups;
  • Strong, analytical, decision making, reasoning, and problem-solving skills and experience;
  • Ability to take initiative to solve problems in an innovative manner;
  • Being open to change and new information; adapting behavior and work methods in response to changing conditions or unexpected obstacles;
  • Ability to partner with professionals, consultants, vendors, stakeholders, staff, with sensitivity to their needs and priorities to accomplish the organization's goals;

  • Fluency in MS Office, MS Excel, MS Project, Suite, SAP and the ability to quickly learn other software systems
