Descrição da oferta de emprego

Job Title: Product Regulatory Coordinator – NTIC
Department/Group: Technology and Operations
Location: Circle Pines, Minnesota
Job Type: Full Time
Travel Required: Minimal/none

Roles And Responsibilities

This position performs the day-to-day regulatory work for Northern Technologies International Corporation (NTIC) across both the Zerust and Natur-Tec product lines. The Regulatory Affairs Specialist executes the recurring filings, hazard communication, screening, and recordkeeping defined in NTIC’s environmental and product regulatory operating procedures, and prepares the determinations and submissions that the Regulatory Manager reviews and approves.

The Specialist is the first point of contact for routine regulatory questions from Sales, Operations, Research & Development, customers, and joint venture partners. The role requires working from primary regulatory text, documenting the evidence behind every determination, and escalating novel questions rather than improvising an answer.

Hazard Communication and Safety Data Sheets
  • Authors, maintains, and issues accurate safety data sheets (SDSs) for NTIC products, prototypes, and raw materials in compliance with OSHA HazCom, GHS, and REACH/CLP requirements and other applicable international standards.
  • Enters and maintains composition and physical properties data in WERCS Elite for NTIC active ingredients, manufacturing intermediates, and end-use formulations, and ensures the integrity of that data.
  • Maintains the SDS database for finished products and raw materials, including version control and record retention.
  • Distributes and controls SDS revisions to customers, distributors, joint venture partners, and internal stakeholders.
  • Facilitates discussions with NTIC subject matter experts to clarify composition or physical/chemical properties data where formulation detail is needed to classify a product.
  • Coordinates with the Safety Manager on the workplace SDS library and employee right-to-know access.
Product Labeling and Transportation
  • Creates and maintains GHS-compliant labels for all NTIC products and prepares label content for Regulatory Manager approval prior to release.
  • Reviews marketing, packaging, and technical literature for regulatory claim accuracy and hazard communication, and flags any claim that is not supported by documentation on file.
  • Determines U.S. and international transportation hazard classifications.
  • Applies domestic and international classifications and labeling requirements to exported products.
Global Chemical Regulation
  • Maintains compliance with global chemical and product regulatory requirements, including TSCA, EU and UK REACH, K-REACH, and the chemical inventories of China, Canada, Japan, Australia, Taiwan, and Turkey.
  • Maintains the regulatory status of NTIC substances and products — TSCA Inventory status, bona fide notices and Premanufacture Notices, the polymer exemption, Chemical Data Reporting, Section 13 import certification and Section 12(b) export notification, REACH registrations and tonnage obligations, and SVHC, Authorization, and Restriction requirements; coordinates with the appointed Only Representatives and external regulatory partners.
  • Monitors U.S. and international regulatory developments, including chemical listings and restrictions, PFAS requirements, and emerging legislation; evaluates the impact on NTIC formulations, products, packaging, suppliers, and operations, and recommends the compliance actions required.
  • Conducts annual and ongoing regulatory assessments, including EU chemical tonnage analyses, substance and formulation reviews, and supplier data evaluations, to identify registration, notification, reporting, labeling, or other compliance obligations.
  • Prepares U.S. state packaging Extended Producer Responsibility reporting — Minnesota, California, Colorado, Oregon, Maryland, Washington, and Maine as implemented. Assesses and documents NTIC’s obligated‑producer status in each state, compiles annual supply data by material weight and resin type, and files through Circular Action Alliance or the applicable state program by the annual May 31 deadline.
  • Prepares and maintains the documentation required by the EU Packaging and Packaging Waste Regulation (EU) 2025/40 (PPWR), applicable since 12 August 2026 — the Declaration of Conformity and technical documentation for each packaging type, unique identifier assignment, and evidence of conformance with the PFAS and heavy metal restrictions; tracks the phased recyclability, recycled content, and labeling requirements.
  • Screens formulations, SDSs, and supplier declarations for intentionally added PFAS and prepares PFAS reporting across all applicable regimes, including Minnesota PFAS in Products (Amara’s Law) reporting to MPCA, TSCA Section 8(a)(7) reporting, and the state PFAS‑in‑products patchwork; tracks the ban timeline and supports NTIC’s exposure assessment and reformulation planning.
  • Prepares regulatory submissions, declarations, and notifications, including EU Article 33 and SCIP notifications and other market‑specific obligations, and routes them with their supporting documentation for Regulatory Manager approval prior to filing.
  • Maintains registration records, certification and renewal calendars, and regulatory working files, and keeps registration and notification status current as formulations, products, suppliers, and requirements change.
Product Certifications and Claims
  • Maintains compostable and biodegradable certifications for the Natur‑Tec line — BPI, CMA, and TÜV Austria — including renewals, scope changes, new certifications, and the associated fee and renewal calendar.
  • Maintains conformance evidence against ASTM D6400, ASTM D6868, ISO 17088, and EN 13432.
  • Assembles the substantiation behind compostability and biodegradability claims under the FTC Green Guides and state compostable labeling laws.
  • Assists with FDA certifications and food‑contact compliance for applicable products.
  • Arranges testing of products for environmental or health hazards as needed — scoping the protocol, selecting the laboratory, and tracking timeline and cost.
Supplier, Partner, and Cross‑Functional Support
  • Responds to compliance documentation requests from customers, joint venture partners, and International Business Development Managers.
  • Works with global raw material suppliers to obtain and manage compliance records and declarations — PFAS, SVHC, RoHS, Proposition 65, and conflict minerals — needed to meet end‑product requirements.
  • Prepares NTIC’s position on product handling, neutralization, and disposal inquiries, and identifies where NTIC lacks the data to support a position so the gap can be scoped and closed.
  • Partners with Research & Development so that regulatory requirements are identified at the design stage rather than at launch.
  • Collaborates with subject matter experts and NTIC stakeholders in countries and regions around the globe.
  • Assists Regulatory Manager with Facility Environmental Reporting.
Program Support and Records
  • Maintains the Master Obligation Register and the compliance calendar under the direction of the Regulatory Manager.
  • Maintains compliance records in accordance with the retention schedule in the master operating procedure.
  • Documents corrective actions, tracks them to closure, and reports items at risk of going past due.
  • Prepares for and participates in internal and external audits and assessments.
