Brief Job Overview

The Procurement Specialist is a hands-on role responsible for managing the procurement of goods and services for USPs donor-funded grants and programs, both at the Rockville, USA headquarters and internationally. The primary focus will be on supporting various USP donor-funded programs, with additional procurement support for GHMS-funded activities as needed. The Specialist will oversee the full procurement lifecycle for equipment, supplies, pharmaceuticals, consultants, workshops, and other technical and non-technical services.

This role involves executing and coordinating daily procurement operations in close collaboration with USP/GHMS program staff in both U.S.-based and field offices. The Procurement Specialist will serve as the subject matter expert for donor-funded procurement, ensuring full compliance with donor regulations and USPs internal policies and procedures.

Additionally, the Specialist will be responsible for developing and maintaining procurement-related manuals and Standard Operating Procedures (SOPs), and collaborating with program staff and leadership to revise these documents for greater efficiency. This position reports directly to the Director Accounting, International and Donor Funded within the Global Finance division.

The Procurement Specialist Has The Following Responsibilities

Oversees the full procurement lifecycle, including developing adequate specifications for solicitations, posting opportunities in appropriate outlets, identifying and vetting suppliers/service providers (both competitively and non-competitively), conducting price and market analyses, evaluating bids and proposals, preparing selection justifications, coordinating technical evaluation committees, conducting due diligence, and issuing purchase orders or engaging service providers.

Serves as the primary liaison on procurement matters, communicating and coordinating with project teams, government counterparts, and other stakeholders to ensure alignment and timely execution.

Under the guidance of the Director Accounting, International and Donor Funded, acts as the subject matter expert in procurement, providing technical guidance, support, and training to staffparticularly procurement personnel in the fieldto uphold USP quality standards and meet donor requirements.

Ensures all procurement activities are fully compliant with donor regulations and USP policies and procedures for both HQ and field operations. Maintains transparency and thorough documentation of each step in the procurement process.

Conducts periodic field visits and remote monitoring to assess compliance with procurement policies and procedures and recommends improvements where needed.

Maintains and updates procurement tracking logs and/or other monitoring tools, ensuring proper recordkeeping for purchase orders, shipping documentation, inventory, and related activities.

Manages tracking and reporting for all donor funded property, and supports the development and execution of disposition plans in line with donor requirements.

Maintains a comprehensive database of prequalified and reliable suppliers across categories, including technical services, consultants, equipment, and supplies. Serves as the procurement point of contact with the USP Quality Assurance Department for GHMS supply needs.

Establishes and maintains a robust filing and documentation system for all procurement and operational records, and manages databases to support administrative compliance and audit readiness.

Supports the capacity development of locally and regionally based staff who manage in-country purchases, ensuring full adherence to relevant procurement policies and donor regulations.

Serves as one of the process owners for key procurement documents, including the Procurement Manual, Procurement of Goods SOP, Procurement of Services SOP, and the Government Property Operational Manual and SOP. Leads updates and revisions in close collaboration with the Global Finance Director Accounting, International and Donor Funded, and other relevant stakeholders.

Performs additional duties as assigned in support of organizational and programmatic goals.

Bachelor's degree in business management, logistic or other related field.

Minimum of 5-7 years of relevant experience in procurement, purchasing, strategic sourcing, or related field.

Good experience with U.S. Government procurement regulations, including 2 CFR 200 and the Federal Acquisition Regulation (FAR, 48 CFR).

Familiarity with procurement regulations of other international donors (e.g., WHO, World Bank, DFID, Gates Foundation, etc.).

Proven experience managing procurements in complex, non-U.S. environments.

Compensation

Base Salary Range: USD $86,000.00 $109,000.00 annually.

Target Annual Bonus: % Varies based on level of role.
