BlueTeam is a US-based provider of national disaster recovery, remediation, reconstruction, renovation, and roofing services for commercial properties. Our core business focuses on cleanup and mitigation efforts for recovery from fire damage, roof leaks, flooding, pipe bursts, and post-disaster remediation due to severe weather. We exclusively serve commercial sectors including hospitality, senior housing, healthcare, commercial offices, municipalities, multifamily living, and institutional markets.

SUMMARY

The Procurement Manager is responsible for leading BlueTeam’s procurement function across its restoration, roofing, and construction operations, ensuring that materials, equipment, and subcontracted services are sourced competitively, committed accurately, and delivered on schedule. This role owns the purchasing process from requisition through purchase order issuance and close-out, negotiates pricing and terms with vendors and suppliers, and partners with preconstruction, estimating, and project teams to align buyout with budgeted scope and execution timelines. The Procurement Manager directly supervises the Purchasing Coordinator and is accountable for the accuracy, cost control, and process discipline of all purchasing activity.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Procurement Strategy and Sourcing
  • Lead BlueTeam’s procurement of materials, equipment, rental, and subcontracted services across restoration, roofing, and construction operations.
  • Develop and maintain sourcing strategies that balance cost, quality, lead time, and supplier reliability.
  • Identify and qualify new vendors and suppliers, and maintain an approved vendor list with current pricing and terms.
  • Consolidate spend across projects and divisions to capture volume pricing and standardize commonly purchased items.
Vendor Negotiation and Management
  • Negotiate pricing, payment terms, delivery schedules, and warranty provisions with vendors and suppliers.
  • Establish and manage master supply agreements, blanket purchase orders, and preferred-vendor programs.
  • Monitor vendor performance on price, quality, lead time, and responsiveness, and address deficiencies promptly.
  • Resolve invoicing, pricing, and delivery discrepancies in coordination with Finance and project teams.
Purchase Order and Buyout Execution
  • Own the purchasing process from requisition through purchase order issuance, expediting, and close-out.
  • Review purchase requisitions for completeness, budget alignment, and proper approval before committing spend.
  • Coordinate buyout with preconstruction and estimating to ensure committed costs align with budgeted scope.
  • Track open commitments, expedite critical-path materials, and confirm on-time delivery to project sites.
Cost Control and Budget Alignment
  • Ensure purchasing commitments stay within approved project budgets and flag variances early.
  • Track material and equipment cost trends and advise project teams on pricing exposure and timing.
  • Support project teams in identifying value-engineering and cost-savings opportunities during buyout.
  • Maintain accurate procurement records to support job costing, audits, and reporting.
Process, Systems, and Compliance
  • Establish and enforce purchasing policies, approval thresholds, and documentation standards.
  • Leverage procurement and project management systems to drive accuracy, traceability, and efficiency.
  • Apply AI-enabled and digital tools to streamline sourcing, spend analysis, and purchase order processing.
  • Ensure procurement activity complies with company policy, contractual requirements, and applicable regulations.
Team Leadership and Development
  • Directly supervise, train, and develop the Purchasing Coordinator.
  • Assign and prioritize purchasing workload to meet project schedules and deadlines.
QUALIFICATIONS
  • Strong negotiation skills and a working knowledge of pricing, terms, and contract basics.
  • Understanding of construction materials, equipment, and subcontracted services and their lead times.
  • Ability to manage competing priorities and deadlines across multiple active projects.
  • Strong organizational and prioritization skills.
  • Advanced proficiency with Excel and procurement/ERP systems, and comfort adopting AI-enabled tools to improve purchasing efficiency.
EDUCATION and/or EXPERIENCE
  • Bachelor’s degree in Supply Chain Management, Construction Management, Business, Finance, or related field; or equivalent professional experience.
  • Minimum of seven (7) years of progressively responsible procurement, purchasing, or buyout experience, preferably in construction, restoration, or a related trade.
  • Demonstrated experience negotiating with vendors and suppliers and managing purchase orders or buyout.
  • Prior experience supervising or leading purchasing staff.
  • Experience with ERP or construction procurement systems and AI-enabled sourcing or spend-analysis tools.
  • Exposure to restoration, reconstruction, renovation, or capital improvement projects a plus.
Preferred Certifications (not required)
  • Certified Professional in Supply Management (CPSM)
  • Certified Supply Chain Professional (CSCP)
  • Other procurement, supply chain, or contract management certifications relevant to company operations are a plus.
Language Skills

Ability to read and comprehend complex instructions, correspondence and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.

Reasoning Ability

Ability to solve practical problems and deal with a variety of concrete and abstract variables in situations where only limited standardization exists.
