Job Overview

Provides strategic guidance, oversees staff performance and development, and may lead policy development to advance organizational goals and statewide fiscal accountability.

Key Responsibilities
  • Oversees complex and competitive procurements, ensuring full compliance with all purchasing laws, rules, policies, and fiscal standards.
  • Serves as a primary liaison with internal leadership, oversight bodies, CPO, and vendors to support effective contract development and sourcing outcomes.
  • Manages the contracting process through execution, maintaining accuracy, transparency, and timely completion.
  • Develops solicitation requirements using data analysis, market research, and pricing benchmarks to strengthen procurement outcomes. Manages complex, high visibility procurement projects, analyzes expenditure data, and develops solicitation specifications.
  • Provides strategic guidance to program and procurement staff on sourcing methods, procurement planning, and contracts.
  • Directs staffing, performance management, training and professional development for staff members.
  • May lead agency policy development, revision and implementation related to procurement and contracting.
  • As part of the Tennessee Emergency Management Authority's mission, all positions may be called upon to support emergency operations.
  • Employees may be required to work alternate schedules and/or report to alternate work locations to include disaster scenes to support response and recovery operations.
Minimum Qualifications

Education and Experience: Bachelor's degree and five years of experience in procurement, contract and/or program management, including thorough knowledge of procurement regulations, laws, guidelines and policies.
