Job summary

Oldcastle Mountain West Division, part of CRH, seeks a Division Procurement Director to lead strategy across nine states, manage a team of 5–10 managers and analysts, and optimize roughly $1 billion in annual spend. The role partners with executives to drive value, governance, and supplier performance across the division.

Qualifications

  • Proven record of procurement and cost management across goods and services, managing suppliers and relationships.
  • Strong business, commercial and financial acumen with attention to detail.
  • Experience defining and implementing advanced procurement strategies across multiple entities/locations.
  • Experience with procurement shared service centers and e-Sourcing tools.
  • Knowledge of technology as an enabler for procurement processes (source-to-contract).

Responsibilities

  • Lead a Division Procurement strategy aligned with CRH objectives and procurement standards.
  • Provide leadership for all external addressable spend within the Division.
  • Partner with business leaders to standardize procurement practices, systems, and improvements.
  • Act as strategic advisor on sourcing, risk, and cost management.
  • Develop and execute sourcing strategies that drive cost savings and value.
  • Ensure governance, compliance, and risk management in sourcing activities.

Position Overview

The Division Procurement Director leads procurement strategy across the West Division, driving value creation, cost optimization, supplier performance, and operational excellence. Responsible for managing approximately $1 billion in annual spend, this role partners with Division, business leaders, and Americas Materials leaders to develop sourcing strategies, strengthen supplier relationships, and deliver measurable business results through a high-performing procurement organization.

This individual will lead a team of 5-10 managers and analysts across nine states.

KEY RESPONSIBILITIES:
  • Establish and execute a Division Procurement strategy aligned withcompanyobjectivesand CRH procurement standards
  • Provide leadership for all external addressable spend within the Division
  • Partner with business leaders to implement standardized procurement practices, systems, and continuous improvement initiatives across the Division.
  • Act as a strategic advisor to the team on sourcing, risk, and cost management
  • Develop and execute sourcing strategies that drive measurable cost savings and increased value
  • Ensure governance, compliance, and risk management within sourcing activities
  • Partner closely with CRH Procurement Leadership to execute strategies
  • Directs efforts to negotiate, contract and manage performance with key suppliers to ensure that all service levels are achieved and that continuous improvement efforts are implemented
  • Lead,coachand develop a team of sourcing category managers and specialists
  • Build a high-performing culture focused onaccountability, results, and professional growth
  • Set clear expectations and provide regular performance feedback
  • Partner with Finance to ensure procurement savings are accurately forecasted, tracked, and realized in financial resultst
  • Own reporting of procurement performance, savings, and value creation at the Division level
  • Lead supplier risk assessment and mitigation strategies, including supply continuity, capacity, financial health, and macro-levelrisk(i.e. tariffs)
  • Support business continuity planning through resilient sourcing strategies
  • Lead procurement workstreams associated with SAPimplementation
  • Lead Procure to Pay Process improvements and implement standard operating procedures across the Division.
  • Support North America Procurement management team with strategy alliance and direction
  • Align with business leadership to support CAPEX projects and development
ADDITIONAL KNOWLEDGE / EXPERIENCE
Procurement:
  • Proven record of procurement and cost management across goods and services, managing suppliers and relationships and understanding the entire procurement cycle
  • Strong business, commercial and financial acumen - supported by a pragmatic approach and not afraid to getintothe detail whenrequired
  • Demonstrable record of successfully defining and implementing leading edge procurement strategies – including category management development across multiplebusiness entities/locations
  • Experience withProcurement and Payables shared servicecenters.Standing up a procurement sharedservicecenterexperience preferred.
  • Detailed knowledge of the use of technology as an enabler for enhancing procurement processes and in particular e-Sourcing and source to contract

QUALIFICATIONS:

Education:Bachelor's/University Degree

Or

Work Experience: 10+years’ experienceof strategic sourcing / category management experience

Exposure to the building materials (aggregates, asphalt, readymix concrete, etc.), mining or construction sectors preferred

Additional Education Preferred:

Preferred field of study: Supply Chain Management, Business,Engineeringor related degree

Travel Requirements:

Various locations.Expectationis that the Director isfrequentlyvisiting and meeting with the businesses across the West.Will berequiredtoattend out-of-state meetingson a regular basis.Expect 30%-40% travel.

Additional Requirements:

Computer Skills: Technologically savvy, with a full understanding and fluency in computer applications including word processing, email, internet searches, database and presentation software (such as MS Word, Excel, PowerPoint)
