Job summary

Poarch Creek Indians is seeking a Procurement Contracts Administrator to oversee the full lifecycle of contracts for tribal government programs. You will coordinate competitive solicitations, ensure compliance with tribal policies and federal regulations, and manage contract documentation and reporting.

Professional staff will demonstrate accountability, innovation, and a strong commitment to the tribe’s core values while collaborating with departments and external partners.

Qualifications

  • Bachelor’s degree in a related field is required.
  • Four years of procurement/contract administration experience, preferably with government/tribal agencies.
  • Ability to travel and pass background checks.
  • Flexibility to work odd hours as needed.

Responsibilities

  • Oversee procurement and contract administration ensuring compliance with tribal, federal, state regulations.
  • Coordinate purchasing for goods, services, construction, and professional services.
  • Manage bid solicitations, RFPs, RFQs, vendor evaluations, and competitive procurement.
  • Review requests and determine appropriate procurement methods.
  • Administer contracts, amendments, renewals, and change orders while monitoring performance.
  • Maintain procurement records, contract management systems, and audit documentation.
  • Build relationships with vendors and contractors.
  • Assist with negotiations, dispute resolution, audits, and process improvements.
  • Prepare procurement and contract reports, analyze spending trends, and support internal controls.

About the Role

The Procurement Contracts Administrator is a professional staff member responsible for administering procurement activities and managing the full lifecycle of contracts for tribal government departments and programs. This position coordinates competitive solicitations, contract development, vendor compliance, contract monitoring, and procurement reporting while ensuring compliance with tribal policies, federal regulations, grant requirements, and applicable laws. This job description is not an all-inclusive list of the duties and responsibilities of this position. Key Responsibilities
  • Oversees procurement and contract administration activities to ensure compliance with tribal, federal, and state regulations
  • Coordinates purchasing for goods, services, construction, and professional services
  • Manages bid solicitations, RFPs, RFQs, vendor evaluations, and competitive procurement processes
  • Reviews purchase requests and determines appropriate procurement methods
  • Administers contracts, amendments, renewals, and change orders while monitoring performance and compliance
  • Maintains procurement records, contract management systems, and audit documentation
  • Builds and maintains positive relationships with vendors, suppliers, and contractors
  • Assists with contract negotiations, dispute resolution, audits, and process improvements
  • Prepares procurement and contract reports, analyzes spending trends, and supports internal control compliance
  • Maintains confidentiality of sensitive procurement and contract information
  • Monitors procurement performance, vendor metrics, and procurement cycle times
  • Identifies opportunities for cost savings and operational improvements
  • Prepares reports for leadership, committees, and auditors
  • Provides procurement training and guidance to departments and staff
  • Performs other related duties as assigned
Core Qualifications
  • Bachelor’s degree in Business Administration, Accounting, Finance, Public Administration or related field required
  • Four (4) years of experience in procurement and contract administration, with the qualifying experience obtained within the past six (6) years required, preferably with a local, state, federal or tribal government agency
  • Ability to work odd and irregular hours, as needed
  • Must successfully pass the required criminal and character background check
  • Ability to travel and participate in required training, leadership development, and other events
  • Ability to perform all duties and responsibilities of this position adequately and successfully
