Position Summary:

Provide procurement, analytical, technical, and financial expertise in support of overall procurement operations. Will assist with managing Port-wide procurement processes and will leverage tools and resources to ensure expenditures are optimized.

Key Responsibilities/Duties:
  • Collaborate Port-wide to evaluate and optimize expenditures
  • Take a leadership role in managing port-wide procurement spend reporting and analysis
  • Research market and pricing data to develop analytics to assist in the development of purchasing strategies to optimize procurements
  • Engage internal and external stakeholders in strategic sourcing process; influence stakeholders to understand the mission, value, and process of supply management; partner to create shared sourcing solutions, specific deliverables and clear expectations
  • Determine business requirements and analyze sourcing solutions; interpret patterns and trends from internal and external data and present summary reports to enable effective decision-making that adds value and mitigates risk
  • Build sourcing project pipeline by reviewing expiring contracts, tracking and analyzing department spend and presenting recommendations to stakeholders
  • Develop strategy for category spends; identify and define sourcing options based on the application of the strategic sourcing process
  • Participate in effective change management and champion new supply management processes and procedures throughout the organization
  • Perform data extraction from multiple information systems (e.g., JD Edwards, BuySpeed, Excel, Crystal, etc.) to analyze and report on procurement trends and cost‑saving opportunities
  • Review and analyze procurement strategies through historical data, business needs, and consolidated or leveraged pricing
  • Act in accordance with Port Houston core values (respect, excellence, accountability, diligence, and you)
  • Perform other duties as required
Education/Experience:
  • Bachelor's degree in Business Administration, Economics, Finance or related major in a public or accredited private academic institution required
  • 3+ years of related experience in a similar role required
  • Certified Public Purchasing Officer preferred
  • Certified Texas Procurement Manager preferred
Knowledge, Skills, Abilities and Behaviors:
  • Working knowledge of procurement, strategic sourcing processes and assigned categories of spend
  • Strategic thinker, with sound knowledge of strategic purchasing methods
  • Expertise in developing cost-benefit analysis
  • Excellent analytical, mathematical, and computer skills
  • Excellent planning and forecasting abilities
  • Strong organizational and analytical skills
  • Strong verbal and written communication skills, including ability to listen to business partners and understand their expectations and requirements
  • Customer service focus, with ability to build relationships and foster teamwork
  • Change management and leadership skills necessary to effectively resolve conflicts
  • Ability to prepare business cases and explain and/or support the recommended course of action
  • Must possess an advanced proficiency with Microsoft Word, Excel, PowerPoint and Outlook
