Qualifications

• 5+ years of process safety experience in chemical manufacturing or specialty chemicals.
• OSHA PSM and EPA RMP compliance experience required.
• Experience leading PHA/HAZOP, MOC, PSSR and compliance audits.
• Bachelor's degree in Chemical Engineering preferred. CSP certification is a plus.

Responsibilities

• Manage and maintain the site's PSM and RMP programs in compliance with OSHA/EPA.
• Lead hazard analyses, management of change, pre-startup reviews, and audits.
• Coordinate PHA/HAZOP, PSSR, MOC activities and corrective actions.
• Maintain EPA RMP and preventive programs.
• Act as process safety expert for SHE initiatives.

Kelly Engineering is seeking a Process Safety Specialist with one of our leading clients in the Specialty Chemical Manufacturing industries at their New Castle, DE plant.

Ideal Candidate

• 5+ years of process safety experience within a chemical manufacturing or specialty chemicals environment.
• Strong expertise in OSHA Process Safety Management (PSM) and EPA Risk Management Program (RMP) compliance.
• Hands-on experience leading PHA/HAZOP, MOC, PSSR, and compliance audits.
• Bachelor's degree in Chemical Engineering (preferred) with strong knowledge of process risk analysis and pressure relief systems.
• Experience using PHAST or similar consequence modeling software; CSP certification is a plus.

Role Summary

• The Process Safety Specialist is responsible for managing and maintaining Process Safety Management (PSM) and Risk Management Program (RMP) in compliance with OSHA and EPA regulations.
• The position ensures site conformance with corporate process safety standards and leads key PSM elements including hazard analysis, management of change, pre-startup reviews, and compliance auditing.

Key Responsibilities

• Manage the site's Process Safety Management program
• Conduct Process Hazard Analyses (PHA) and manage corrective action plans.
• Lead Pre-Startup Safety Reviews (PSSR) for new or modified equipment
• Administer the Management of Change (MOC) process
• Perform PSM compliance audits and track corrective actions
• Maintain the facility's EPA Risk Management Plan (RMP) and prevention programs
• Serve as the site's process safety expert and advisor for SHE (Safety, Health & Environment) initiatives

Preferred Qualifications

• B.S. in Chemical Engineering preferred.
• Certified Safety Professional (CSP) preferred.
• 7-10 years in the chemical process industry.
• 3-5 years of PSM compliance experience.

Preferred Experience with:

• Reaction kinetics analysis
• Pressure relief calculations
• PHAST or similar process safety modeling software
