Description of Work

The Problem Gambling Program Administrator leads the statewide strategy, implementation, and oversight of North Carolina’s Problem Gambling Program. This position is responsible for designing, managing, and continuously improving a comprehensive system of outreach, prevention, treatment, and recovery supports, including program development, evaluation, and workforce training. The Administrator provides statewide leadership and direction to expand access, strengthen service quality, and ensure alignment with state priorities. This role oversees key program functions both directly and through contracted partners.

The Administrator serves as the primary state‑level liaison with federal, state, and local partners, providers, and stakeholders, representing North Carolina’s efforts to address problem gambling and advancing cross‑system collaboration.

Knowledge, Skills and Abilities / Management Preferences

Applicants who possess the following skills are preferred.

• Comprehensive knowledge of statewide behavioral health systems, including prevention, early intervention, treatment models, public health strategy, and evidence based gambling prevention practices.
• Advanced skill in interpreting, applying, and implementing federal and state requirements tied to prevention funding streams, national gambling prevention standards, and statewide policy frameworks.
• Demonstrated ability to lead multi site, statewide initiatives; develop and implement guidance documents, training standards, and curricula; and conduct fidelity monitoring to ensure program consistency and quality.
• Strong program administration skills including contract and grant oversight, budget management, performance monitoring, and continuous quality improvement methodology.
• Ability to build and maintain effective partnerships with diverse stakeholders such as LME/MCOs, community providers, schools, counties, evaluation teams, public health entities, and national organizations.

Salary Range: $57,983 - $101,470

Recruitment Range

Recruitment Range: $57,983 - 90,000

Minimum Education and Experience

• Master's degree in a discipline relative to the program from an appropriately accredited institution and four years of related experience
• Bachelor’s degree in a discipline relative to the program area from an appropriately accredited institution and six years of related experience
• An equivalent combination of education and experience
