Job summary

DESC is seeking a Privacy and Security Officer to lead its information security and clinical compliance program within the multi-disciplinary QIM team in Seattle. This role ensures HIPAA and related privacy programs are robust, compliant, and well-integrated with agency operations.

The successful candidate will oversee BAAs, staff training, and audits, and work with leadership to protect client information across programs serving people experiencing homelessness and complex behavioral health

Qualifications

  • 5 years of relevant experience in non-profit, healthcare, or government settings.
  • 3–5 years in regulatory or compliance work with ability to translate technical information into actions.
  • Familiarity with Physical/Behavioral Health, Housing, and Shelter systems.
  • Strong written and verbal communication with diverse teams.
  • Ability to organize, multitask and meet tight deadlines.
  • Experience safeguarding confidential information and working with at-risk populations.

Responsibilities

  • Oversee HIPAA, 42 CFR Part 2 and privacy programs while maintaining data integrity.
  • Serve as HIPAA Privacy and Security Officer and HMIS Security Officer.
  • Supervise HIM Technician and ensure compliant records release.
  • Develop and maintain forms, policies, and procedures for privacy/security.
  • Communicate changes in regulations to staff and leadership.
  • Support audits, BAAs, and external monitoring activities.
  • Develop agency-wide electronic archive and releasing patient information.
  • Ensure compliance with policies, HUD, OMB, and relevant laws.
