Job summary

Commonwealth of Massachusetts’ Department of Revenue seeks a Counsel II in Administration to advise on tax, administrative and privacy laws. The role involves drafting and negotiating data exchange agreements and RFRs, and supporting IT procurement projects.

You will assist the Chief Privacy Officer, maintain privacy policies, handle public records requests, and respond to administrative law questions, with emphasis on data security and interagency collaboration.

Qualifications

• Juris Doctor (JD) degree required.
• Admission to the Massachusetts Bar required.
• At least three years of full-time, or equivalent part-time, professional experience in the practice of law.
• Experience in data privacy law or policy is preferred.
• Strong organizational, communication, and analytical skills.
• Ability to lead or work with cross-functional projects and teams.”

Responsibilities

• Advise the Commissioner and other stakeholders on tax, administrative and privacy laws.
• Draft, negotiate and review RFRs, Data Exchange Agreements and other contracts with state agencies and vendors (including IRS).
• Maintain and draft privacy regulations and policies.
• Assist with Records Access and public records requests.
• Respond to administrative law questions and conduct legal research.
• Coordinate with federal/state exchange officers on disclosure requirements.
• Supervise and manage multiple projects and teams.
