Job summary

The Monroe County Board of County Commissioners is seeking an experienced urban planner to join the Planning team. You will review development projects, explain policies to the public and developers, and prepare reports for the Director of Planning & Environmental Resources and county boards.

Candidates should have a Master’s or Bachelor’s in urban planning (or related field) with several years of experience; AICP is preferred.

Qualifications

  • Master’s degree in Urban Planning or related field with 5+ years of related experience.
  • OR Bachelor’s degree with 7+ years of related experience; equivalent experience allowed.
  • AICP certification preferred.

Responsibilities

  • Provide planning services to the community and explain policies to the public and developers.
  • Review development projects for consistency with the Comprehensive Plan and regulations.
  • Prepare technical policy reports and staff reports related to permitting.
  • Prepare analyses and recommendations for the Director of Planning & Environmental Resources and boards.
  • Analyze planning applications and building permits for completeness and proper procedures.
  • Collect and update county statistics and GIS data for communities.
  • Draft language and guide proposals through public hearings and administrative processes.
  • Provide expert testimony at quasi-judicial hearings.
  • Prepare maps, background materials and presentations for hearings and workshops.
  • Lead public workshops and create public materials.
  • Staff and facilitate advisory boards and ensure compliance with policies.

Job Overview

ESSENTIAL JOB FUNCTIONS
  • Act as a member of the Planning team, providing planning services to the community and offering customer service to the public and developers by explaining planning-related policies and regulations.
  • Review proposed development projects to ensure consistency with the Comprehensive Plan and Land Development Regulations, and to verify that quality design and site planning standards have been applied.
  • Prepare and assist in the preparation of technical policy reports and studies, including deficiency letters, requests for corrections and other staff reports related to permitting.
  • Prepare reports, analyses and recommendations for the Director of Planning & Environmental Resources, advisory committees, the Planning Commission and the Board of County Commissioners.
  • Analyze planning applications and building permits to determine completeness and the correct application of procedures, policies and regulations.
  • Collect, analyze and update County baseline statistical data; provide regional data (demographics, transportation, GIS) to communities.
  • Draft language and guide proposals through public hearings and other administrative processes.
  • Provide expert testimony and cross‑examination at quasi‑judicial hearings.
  • Prepare maps, background materials and presentations for public hearings and workshops.
  • Lead and facilitate public workshops as needed; provide technical assistance to community projects; create public relations materials and guidebooks.
  • Staff and facilitate advisory boards and meetings; ensure compliance with County personnel policies, procedural and statutory requirements; perform related duties as assigned.
QUALIFICATIONS

Education and Experience: Master’s Degree in Urban Planning or related field with five (5) years of related work experience, OR a Bachelor’s Degree in Urban Planning or related field with seven (7) years of related work experience. An equivalent number of years of experience may substitute for formal education requirements.

Special Qualifications: AICP certification preferred.

Knowledge, Skills and Abilities: Ability to organize work around broad organizational goals and processes; oversee work involving complex technical, scientific or mathematical concepts; analyze and recommend improvements to operational performance; make decisions that govern own and others’ activities; provide updates to senior managers and community groups; collaborate with other directors or senior managers to ensure efficient and effective services.

PHYSICAL DEMANDS

The work is sedentary and requires exerting up to 10 pounds of force occasionally or negligible force frequently or constantly; physical abilities required include hearing, manual dexterity, mental acuity, speaking, talking, visual acuity and walking. (Full description omitted for brevity.)
