Job summary

Quantech Services, Inc. is seeking a Principal Cost Estimator Associate to support the C3I&N Directorate at Hanscom AFB, MA. The role focuses on developing life cycle cost estimates for DoD weapon systems, analyzing data, and building complex cost models to aid program managers.

The candidate should have 15+ years in cost analysis with DoD experience, top secret clearance, and proficiency in ACEIT and DoD lifecycle cost estimating. On-site work five days a week is required.

• Top SECRET Clearance required.
• 15+ years’ experience with 10+ in DoD or USG cost analysis or relevant quantitative analysis roles.
• Must have DoD Program Office experience.

Job description

Can you translate quantitative data into insight? If so we want you to join our growing Business Analytics team at Quantech Services, Inc.

Quantech has an immediate opening for a Principal Cost Estimator Associate supporting the C3I&N Directorate at Hanscom AFB, MA.

Specific duties include but are not limited to the following:

• Collaborate with a team of Quantech cost analysts & subject matter experts on a variety of projects
• Develop life cycle cost estimates for DoD weapon system programs
• Analyze historical data and develop analogies and cost estimating relationships using regression analysis
• Understand technology trends and analyze impact on cost
• Analyze software program progress tracking tools (JIRA, Microsoft TFS, etc.) and develop metrics and insights for program managers
• Interview functional specialists in support of estimating methodology development
• Develop risk distributions for cost driver variables & cost estimating relationship equations
• Analyze program schedules and quantify schedule uncertainty
• Study, analyze, and develop metrics for complex modern software development programs
• Build complex spreadsheet-based program cost models used as decision analysis tools
• Apply statistics concepts to quantify the probability of success for program budget and schedule plans
• Conduct business case analyses, trade studies and economic analyses
• Assist program managers in development and execution of contract strategies and program plans

Candidate Strengths:

• Proficient in analyzing datasets and developing statistical models, but also able to tackle problems by thinking outside of the box
• Technical fast learner with the ability to communicate with multiple functional teams to gather (programmatic/technical) data and translate it into cost impacts for the government
• Experienced problem solver, comfortable working in ambiguous environments with the ability to lead financial focused conversations with cross functional teams
• Approachable team player with the skillset to successfully work a variety of projects and take direction from multiple
• Experience/coursework using data science, machine learning, visualization and business intelligence tools a plus

• Recommended Education/Experience Requirements: 15+ years’ experience with 10+ in DoD or USG cost analysis experience or relevant experience in quantitative analysis positions (economic analysis, analytics, statistics, regression)
• Must have DoD Program Office experience
• Must be proficient in ACEIT and DoD Lifecycle Cost Estimating
• Possess the ability to work independently and apply the proper procedures and processes related to their assigned tasks.
• Possess strong communication skills and utilize those skills to build relationships with supported customers.
• Position is on-site 5 days a week
