Job summary

Responsibilities

  • Administers, extends, negotiates and terminates standard and nonstandard contracts.
  • Conducts proposal preparation and contract negotiation, and customer contact activities to meet requirements.
  • Examines estimates of material, equipment services, production costs, performance requirements, and delivery schedules for accuracy.
  • Review and analyze customer RFPs to understand SOW/contract requirements and advise the program team.
  • Ensure proposals are fully responsive and coordinate internal reviews and approvals.
  • Manage proposal fact-finding and negotiations with customers with program team support.
  • Establish relationships with customers to administer, negotiate, and modify contracts.
  • Oversee contract performance including schedules and deliverables, maintaining compliant documentation.
  • Collaborate with finance, supply chain, legal and other groups during all contract phases.
  • Interface with customer counterparts via email, phone, and in person when appropriate.

The Northrop Grumman Microelectronics Center (NGMC) is seeking a Principal Contract Administrator (level 3) to join our team in Redondo Beach, CA, Linthicum, MD, or Apopka, FL.

This position will support the rapidly growing businesses serving Government, Commercial, and internal customer programs. This is a full-time position requiring an ability to work in-office.

Associated roles and responsibilities include, but are not limited to, the following:

  • Administers, extends, negotiates and terminates standard and nonstandard contracts.
  • Conducts proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirement, and customer specifications.
  • Examines estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness.
  • Review and analyze customer Requests for Proposal (RFPs) to understand Statements of Work (SOW)/contract requirements and advise the program team on contractual terms and conditions.
  • Ensure company proposals are fully responsive to prospective customer requirements, prepare proposal submittal documents, and coordinate appropriate levels of internal review and approval.
  • Manage proposal fact-finding and conduct negotiations between customer with support from the program team.
  • Establish a good working relationship with customers to administer, modify, negotiate and terminate standard and nonstandard contractual agreements.
  • Oversee contract performance including schedules and deliverables, maintain compliant contractual documentation/correspondence, and collaborate with the program team to recommend and complete actions to ensure satisfactory program performance.
  • Work with program business management team to closely monitor contract funding and payments.
  • Advise your program team of contractual rights and obligations on your assigned contracts, including interpretation of contract terms and conditions.
  • Collaborate effectively with other functional groups (finance, supply chain, mission assurance, legal, etc.) during all phases of the contract lifecycle.
  • Ability to effectively interface with customer counterparts via email, telephone, and in person, when appropriate.

This role will have significant visibility within high visibility programs, including Division and Sector submittals and reviews and must manage tight deadlines in a complex environment. This individual must have the ability to meet high performance expectations in a very dynamic environment. Excellent communication is a must as the selected candidate will be directly involved in negotiations with the customer as a strategic team member. Our team is looking for someone who wants to grow and get experience with different contract types.

Basic Qualifications
  • Bachelor’s degree from an accredited institution with 4+ years of professional experience in contracts, subcontracts, business management, finance, accounting, or related field or Master's degree with 2+years of experience. High school diploma with 9+ years of related experience will also be considered.
  • Experience working with proposal development and negotiations
  • U.S. Citizenship required.
  • Proficiency in MS Office Suite, including Microsoft Word, Excel, PowerPoint, and Outlook.
  • Ability to obtain and maintain a DoD security clearance.
Preferred Qualifications
  • Prior experience with fixed price and cost type contracts, Other Transaction Agreements,
  • FAR/DFARS, proposals, and/or familiarity with DoD contracting
  • Prior experience with commercial contracting and/or the semiconductor industry
  • Ability to obtain a Top Secret clearance

Primary Level Salary Range: $81,400.00 - $141,200.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
