Job summary

Exelon is seeking a Principal Compliance Specialist to ensure adherence to North American Electric Reliability Corporation (NERC) standards and to lead regulatory reporting and continuous improvement initiatives.

The role interfaces with Exelon business units and regulatory bodies; requires strong communication, leadership, and problem-solving skills, with extended hours for energy-delivery emergencies as needed.

Qualifications

  • Bachelor's Degree in Engineering, Business Administration, or related field and 7-10 years' experience OR 9-12 years of relevant experience in lieu of Bachelor's degree.

Primary Purpose

PRIMARY PURPOSE OF POSITION


Assure Exelon adheres to the compliance requirements of the North American Electric Reliability Corporation (NERC), the NERC Reliability Regions including Reliability First (RF), and other applicable regulatory commissions and agencies including State Public Utility Commissions. Develop processes and procedures to ensure compliance with regulations and/or enhance existing processes. Partner with internal and external resources to execute successfully on regulatory commitments. Prepare reviews and reports of compliance. Assure that activities are performed in compliance with Exelon procedures, standards and requirements. Identifies and provides recommendations for continuous improvement initiatives by developing and implementing internal assessments. Participants in and supports the applicable Exelon Corporation compliance programs and associated planning efforts. Note: This position may be required to work extended hours for coverage for storms and other energy delivery emergencies.


Primary Duties

PRIMARY DUTIES AND ACCOUNTABILITIES



  • Evaluate, determine, and report compliance to Exelon procedures, standards and requirements. Recommend enhancements to current practices and procedures to drive continuous improvement.

  • Responsible for evaluation, tracking and reporting of Exelon compliance with the Standards and Requirements of NERC, the NERC Reliability Regions including RF, and other applicable regulatory commissions and agencies, including State Public Utility Commissions.

  • Responsible for performing self-assessments of Exelon compliance to procedures, policies and actions taken as result of RCI, ACE or Condition Report corrective actions and other work products in support of Exelon's compliance efforts.

  • Oversee the creation of mitigation plans based on Self Reports and monitor the status of mitigating steps through Action Tracking and Quarterly Update on each Mitigation Plan filed with the NERC Reliability Regions including RF and other applicable regulatory commissions and agencies including State Public Utility Commissions.

  • Oversee the execution of program requirements such as annual self-assessments assessments and reports, including all associated activities required to comply with NERC Standards and Requirements, the NERC Reliability Regions and other applicable regulatory commissions and agencies including State Public Utility Commissions. Serve as a subject matter expert on internal and external workgroups and teams to advance regulatory compliance and commitment execution.


Job Scope

JOB SCOPE


This position interfaces with multiple Exelon Business Units, including BG&E, ComEd, PECO, PHIO and Governmental and Environmental Affairs, Legal, HR, Exelon Generation and Constellation Commercial and works with all levels of Exelon management personnel. The Principal Compliance Specialist represents Exelon management's interests at decision-making meetings with regulatory bodies and serves as a resource for evaluating strategic issues and options. Specialists are required to develop trusting relationships with industry peers in order to acquire information on the position of other companies and to build coalitions of companies to support positions that are in Exelon's business interests at Regulatory Organizations. The position requires skills to be articulate and persuasive in public speaking when presenting Exelon's policies and positions at industry forums. Specialists also manage the impact of reliability standards on Exelon Business Units. Adoption of inappropriate and ineffective reliability standards promulgated by standard setting entities can potentially add millions of dollars of additional operating costs to Exelon with little or no improvement to system reliability and significant exposure to negative media coverage and fines imposed by authorities. Responsibilities also include designing and performing audits to ensure Company compliance with reliability standards in advance of external audits.


Minimum Qualifications

MINIMUM QUALIFICATIONS



  • Bachelor's Degree in Engineering, Business Administration, or related field and 7-10 years' experience working in any combination of electric utility rates, regulatory, legal, transmission planning, operations or financial disciplines OR in lieu of Bachelor's degree, 9-12 years of relevant experience is required.

Preferred Qualifications

PREFERRED QUALIFICATIONS



  • Masters Degree in Engineering, MBA or Law Degree

  • Knowledge of FERC, NERC and/or State regulations and relevant statutory provisions, particularly with the CIP family of standards

  • Demonstrated knowledge and understanding of NERC and Regional Reliability Organization policies, organization and procedures

  • Knowledge of PHI change management and firmware update requirements

  • Familiarity with Exelon's CRT investigation and corrective action tracking and closure process

  • Management or other team-lead experience
