Job summary

Jet Propulsion Laboratory seeks a pricing professional to support cost/price detail for proposals and task orders. You will lead cost analysis, prepare basis of estimates, and ensure compliance with FAR and internal policies.

You will collaborate with engineering and business teams, train staff on cost estimation, and review pricing products, including ProPricer, to drive accurate proposals for space missions and laboratory programs.

Qualifications

  • Typically requires a Bachelor's degree in business or related field with a minimum of 6 years of related experience; or a Master's degree with a minimum of 4 years of related experience.
  • Advanced knowledge in proposal pricing, cost estimating, government contracting (FAR), project life cycles, and project milestones.
  • Advanced understanding of pricing concepts and government contracting (FAR) across industry/academia.
  • Excellent written and verbal communication skills to convey pricing concepts to technical and business personnel.
  • Strong working knowledge of Microsoft Office products including ProPricer, Excel, Word, and PowerPoint.

Responsibilities

  • Provide Laboratory-wide support for the generation of cost/price detail for proposals, ROMs, and what-if exercises using JPL pricing tools and published rates.
  • Review cost data for audits, customer and management reviews, and internal compliance with regulations.
  • Lead and participate in peer reviews, concurences, and approvals of pricing products; train personnel on cost estimation and proposal topics.

In this position you will be a member of the Pricing Office, within the JPL Office of Task Order Management and Pricing. You will be responsible for providing Laboratory wide support for the generation of cost/price detail including proposals, Task Plans, ROM's, what-if exercises, etc. through utilization of JPL approved pricing tools and proper application of JPL's published rates and factors. Provide audit support, analysis of cost information in support of customer and JPL management reviews, compliance reviews to ensure JPL is consistent with internal as well as Government regulations, review to ensure adequacy of supporting cost detail (i.e. Basis of Estimates) and required approval of pricing detail in support of any submittal that can potentially commit the Laboratory. Provide support and leadership to engineering and business functions to ensure completeness of estimating for labor, materiel and subcontracted efforts in proposal planning and task orders. Perform cost analysis on subcontract proposals. Lead and participate in peer reviews, concurrences and approval of pricing products. Additionally, the candidate will be responsible for training personnel on cost estimation and proposal related topics.

Qualifications
  • Typically requires a Bachelors degree in business, or related field with a minimum of 6 years of related experience; or Masters degree in similar fields with a minimum of 4 years of related experience.
  • Advanced knowledge in one or more of the following areas: proposal pricing, cost estimating, government contracting (FAR), project life cycles, and project milestones.
  • Advanced understanding and wide application of advanced principles, theories, concepts and techniques in proposal pricing, estimating and government contracting (FAR) in applicable industry and/or academia.
  • Advanced written and verbal communication skills, conduct meetings, convey complex pricing concepts to all levels of personnel, and must be able to communicate with both technical and business personnel.
  • Excellent working knowledge of Microsoft products including ProPricer, Excel, Word, Powerpoint.
Additional Preferred Qualifications
  • Experience in a project environment preparing technical proposals.
  • Experience with project reporting, contract administration, cost/schedule planning, cost analysis and cost estimating.
  • Experience with estimating, costing and scheduling of large space mission systems/subsystems elements and small instrument builds.
  • Knowledge of Laboratory policies and procedures, NASA policies and procedures, and government regulations across a range of applications.
  • Knowledge of ProPricer.

The hiring range displayed below is specifically for those who will work in or reside in the location listed. In extending an offer, Jet Propulsion Laboratory considers factors including, but not limited to, the candidate’s job related skills, experience, knowledge, and relevant education/training. The typical full time equivalent annual hiring range for this job in Pasadena, California. $105,040 - $125,424
