Job summary

AmeriNat is seeking a Wage Compliance Specialist to monitor federally funded construction projects for Davis Bacon and Section 3 compliance. You will review certified payrolls and related documentation to ensure correct payment of prevailing wages and confirm supporting data for Section 3 requirements.

The role involves coordinating preconstruction meetings, preparing compliance materials, auditing payroll submissions, and providing guidance to contractors. Travel is occasional.

  • Good analytical and/or problem-solving skills.
  • Must be able to work independently and effectively prioritize multiple tasks.
  • Math skills must be very strong.
  • Strong knowledge of Microsoft Outlook, Word and Excel is required.
  • Experience with electronic record software is desired.
  • Davis Bacon and/or State Prevailing Wage experience, beneficial but not required.
  • Section 3 experience, beneficial but not required.
  • Education and/or Experience – Associates Degree or equivalent experience and knowledge of construction contractor payroll elements, e.g., classification, rate of pay, standard deductions, wage garnishments, fringe benefits, etc.

Responsibilities

  • Coordinate preconstruction conference meetings with contractors to review wage compliance and Section 3 expectations.
  • Prepare agenda and wage compliance materials for meetings.
  • Review payroll submissions for timeliness, completeness and compliance.
  • Review Section 3 documentation for completeness and good faith efforts.
  • Audit certified payroll and related docs to ensure prevailing wage compliance.
  • Prepare and distribute audit reports with findings and corrective actions.
  • Serve as primary contact for payroll documentation and Section 3 discrepancies.
  • Complete required HUD forms for Section 3 as needed.
  • Build and maintain relationships with clients and contractors.
  • Provide training to contractors on documentation to meet federal standards.
  • Review and process invoices from site interviewers as needed.
  • Prepare client invoices per servicing agreements.
  • Perform other duties as assigned.

Job description

The Wage Compliance Specialist will monitor federally funded construction projects to ensure compliance with Davis Bacon and Section 3. They will review certified payrolls and related documentation to ensure the payment of prevailing wages. In addition, they will obtain and review all necessary support to confirm the project remains in compliance with Section 3.

Major Duties and Responsibilities:
  • Coordinate preconstruction conference meetings with general contractors and subcontractors to review wage compliance requirements, Section 3, if applicable and related expectations.
  • Prepare agenda, wage compliance materials and forms for preconstruction conference meetings; providing the meeting packet as needed.
  • Review payroll submissions for timeliness, completeness, and compliance with applicable administrative requirements.
  • Review Section 3 documentation received for completeness, compliance and evidence of good faith efforts to recruit low-income workers.
  • Audit certified payroll and supporting documentation to ensure employees are paid in accordance with respective State and/or Federal prevailing wage requirements.
  • Prepare and distribute detailed audit reports outlining findings and required corrective action to general contractors, subcontractors, and other parties, as applicable.
  • Serve as the primary point of contact for guidance and resolution of payroll documentation and Section 3 discrepancies.
  • Complete reports as required by funding source and HUD Form 4710 and HUD Form 60002 for Section 3, as required.
  • Build and maintain effective working relationships with clients and project contractors.
  • Provide ongoing support and training to contractors and subcontractors to ensure their understanding of the documentation necessary to meet federal standards.
  • Review and process invoices from site interviewers, as needed.
  • Prepare client invoices in accordance with servicing agreements, as needed.
  • Perform other duties as assigned.
