Job summary

Plenary Americas is seeking a seasoned preconstruction leader to own design management, cost estimating, subcontractor strategy, and schedule integration for complex infrastructure projects. You will collaborate with Development and Finance teams to advance development-stage opportunities and ensure constructability.

Ideal candidates have 6–10+ years in estimating/preconstruction on large civil projects, strong knowledge of procurement, and proficiency with advanced estimating and scheduling

Qualifications

  • Bachelor’s in engineering, construction management or related field (or equivalent experience).
  • 6-10+ years in estimating/preconstruction for large infrastructure/energy or other complex civil projects. Transportation project experience strongly preferred.
  • Advanced estimating tools proficiency; vendor market knowledge.
  • Familiarity with scheduling and project management tools.
  • Ability to work effectively as part of a cross-functional team within a development environment.
  • Experience in asset management a plus.
  • Familiarity with public procurement requirements.

Responsibilities

  • Participate in project technical feasibility assessment and alternatives analysis.
  • Coordinate design development, constructability reviews and value engineering.
  • Build levelized capex estimates (base, alternates, risk and contingency).
  • Lead bid package scoping and subcontractor/vendor procurement strategy.
  • Develop preconstruction schedule and align with overall development schedule (design, permits, procurement, contracting). Take responsibility for overall schedule management and identification of critical path.
  • Participate in commercial terms development and support negotiation of agreements with subcontractors and with project owners/counterparties.
  • Maintain risk registers; quantify exposures and proposed mitigations.

The Role
