Job summary

Atlas Connections is seeking a Preconstruction Manager / Conceptual Estimator in the Kansas City metro. You will lead the preconstruction team from concept through proposal, delivering conceptual estimates, schedules, and risk assessments that are competitive and executable.

You will partner with BD, project executives, and A/E design partners to shape winning proposals. The role emphasizes mentoring, strong estimation skills, and the ability to turn early vague information into credible budgets

Qualifications

• Bachelor's degree in Engineering, Construction Management, or related field with 8+ years of relevant experience.
• Strong conceptual estimating and project scheduling background with proven estimating and buyout experience.
• Ability to translate vague early-stage information into a credible budget and schedule.
• Experience supervising or mentoring staff.
• OSHA 30 required.
• Proficiency with precon tools such as On-Screen Takeoff, Bluebeam, or Pantera, plus Excel.

Responsibilities

• Lead conceptual estimating for strategic pursuits from 0-30% design.
• Develop preliminary schedules and validate constructability with PM.
• Identify risk early and reflect it in pricing and scheduling assumptions.
• Contribute to technical proposals and client presentations with BD/marketing.
• Build relationships with clients, A/E partners, and consultants in the pursuit phase.
• Prepare handoff materials for transition from precon to execution.
• Coach and develop precon managers, estimators, and interns as needed.

Atlas Connections is currently hiring a Preconstruction Manager / Conceptual Estimator on behalf of a Kansas City metro construction and design organization that operates as a family of companies spanning general contracting, engineering, facility services, and technology solutions. Headquartered in Lenexa and building in the region for decades, their project work runs across life sciences, biotech/pharmaceutical, mission critical, and federal markets. This is a pursuit-phase leadership role. The Preconstruction Manager guides the precon team from early concept through proposal, delivering conceptual estimates, schedules, and risk assessments that are competitive and actually executable, while partnering with business development, project executives, and A/E design partners.

What you'll do:

• Lead conceptual estimating for strategic pursuits, including rough orders of magnitude (ROMs) at 0-30% design
• Develop and review preliminary project schedules and validate constructability with project management
• Identify risk early and make sure it's reflected in pricing, scheduling assumptions, and mitigation strategy
• Contribute to technical proposals and client presentations alongside BD and marketing
• Build relationships with clients, A/E partners, and consultants through the pursuit phase
• Prepare handoff materials for a clean transition from precon to execution
• Coach and develop precon managers, estimators, and interns as needed

What you bring:
