Job description

As a Senior Project Manager – Civil Engineering within our Pre-Construction Services group, you’ll serve as a strategic advisor to developers, owners, and internal project teams during the most critical phases of project development. This role focuses on pre-construction planning, due diligence, feasibility analysis, risk identification, and project management for complex commercial, industrial, residential, and public infrastructure projects.

What You’ll Do
  • Lead pre-construction planning efforts for land development and civil infrastructure projects on behalf of developer and owner clients.
  • Support site selection and due diligence activities, including evaluation of zoning, entitlements, utility availability, transportation access, environmental constraints, and development risks.
  • Develop and evaluate conceptual site development strategies, including grading, utility infrastructure, stormwater systems, roadway improvements, and permitting pathways.
  • Prepare and validate early-stage cost estimates, budgets, schedules, and phasing plans for complex development and infrastructure projects.
  • Coordinate with municipalities, utility providers, permitting agencies, and regulatory authorities to assess feasibility, timelines, and project constraints.
  • Lead constructability reviews and risk assessments to identify early challenges related to scope, permitting, site conditions, infrastructure capacity, and market conditions.
  • Advise clients on project delivery methods, procurement strategies, and phased development approaches.
  • Review conceptual and preliminary engineering designs to ensure alignment with project objectives, development requirements, budgets, and schedules.
  • Develop decision-support materials, executive briefings, and recommendations to guide investment decisions and project milestones.
  • Support the transition from pre-construction into detailed design and construction by defining scopes of work, procurement packages, and execution strategies.
  • Assist with permitting, agency coordination, and entitlement efforts throughout the development process.
  • Collaborate with internal engineering, planning, surveying, environmental, and construction teams to deliver integrated project solutions.
Who You Are
  • You have a "Do what needs to be done" mindset, taking ownership beyond assigned tasks and stepping in wherever needed to keep projects, teams, and customers supported and running smoothly.
  • You have 7+ years of experience managing complex civil engineering and infrastructure projects, with a strong emphasis on pre-construction, due diligence, feasibility analysis, and front-end planning.
  • You have experience supporting the development of renewable energy, high-voltage transmission and distribution, substation, data center, mission-critical, or other large-scale infrastructure projects.
  • You have a strong understanding of site development, civil infrastructure design, utility coordination, permitting strategies, and project development risks associated with energy and mission-critical facilities.
  • You are experienced coordinating multidisciplinary teams, including civil engineers, utility providers, environmental consultants, permitting agencies, and construction partners.
  • You are highly organized and comfortable managing multiple projects and workstreams with competing priorities.
  • You have a strong understanding of civil engineering design, construction means and methods, and project delivery processes sufficient to inform constructability, cost, and schedule decisions during pre-construction.
  • You possess excellent analytical, communication, and presentation skills, with the ability to communicate effectively with clients, executives, regulators, and project stakeholders.
  • You are comfortable leading client-facing discussions and presenting recommendations related to project feasibility, risk, budgets, schedules, and execution strategies.
  • You have experience preparing and reviewing conceptual project plans, cost estimates, schedules, and development strategies for complex infrastructure projects.
Nice to Have
  • Professional Engineer (PE) license or ability to obtain licensure.
  • Experience supporting renewable energy generation, battery energy storage systems (BESS), high-voltage transmission, substations, data centers, or other mission-critical infrastructure projects.
  • Experience creating and managing complex project schedules using Microsoft Project, Primavera P6, or similar tools.
  • Strong familiarity with project management and construction management systems such as Procore, Deltek, SAP, or similar platforms.
  • Strong analytical skills related to project feasibility, cost estimating, market conditions, and development risk assessment.
  • Experience working as an owner's representative, developer, engineering consultant, utility, EPC contractor, or other relevant organization.
