Job summary

Langan Engineering & Environmental Services is seeking a Water/Wastewater Project Manager to lead design and permitting for land development projects in Houston, TX. This role focuses on water and wastewater systems, pump stations, and treatment facilities for MUDs, municipalities, and private clients.

Qualifications

  • Bachelor’s degree in Civil Engineering required.
  • PE license required.
  • 12+ years of site/civil engineering experience with water/wastewater and land development.
  • Experience serving MUDs, utility districts, municipalities, or public-sector clients in Texas preferred.
  • Strong client development and management abilities.
  • Proficiency in AutoCAD or Civil 3D.
  • Excellent written and verbal communication skills.

Responsibilities

  • Designing and permitting water and wastewater components for varied projects for public and private clients including MUDs.
  • Collaborating with leadership to develop growth plans and optimize staff utilization.
  • Engaging in business development to secure new clients and maintain existing relationships.
  • Maintaining relationships with MUD boards and municipal agencies.
  • Overseeing site/civil work from concept through completion (grading, drainage, infrastructure, erosion control).
  • Mentoring junior staff and project teams; performing other duties as requested.

Job Summary

Langan is seeking a Water/Wastewater Project Manager to join its collaborative team in Houston, TX. This individual will serve a key function in leading and supporting design and permitting efforts for a variety of land development projects, more specifically water and wastewater distribution systems, wastewater collection systems, pump stations, and wastewater treatment facilities, with an emphasis on supporting Municipal Utility Districts (MUDs), municipalities, and private development clients. In this role, you will have the opportunity to work with top industry leadership in a continuous learning environment.

Job Responsibilities
  • Designing and permitting of water and wastewater components for residential, institutional, commercial centers, warehouse distribution centers, and mixed‑use projects for both public and private clients, including Municipal Utility Districts (MUDs);
  • Working closely with office leadership to develop growth plans and ensure staff utilization;
  • Possessing an entrepreneurial demeanor and participating in Business Development activities by developing new clients for the firm and maintaining relationships with existing clients;
  • Supporting and maintaining relationships with MUD boards, municipal agencies, utility districts, developers, and other key stakeholders;
  • Site/civil work on a variety of project sites including the ability to design and oversee site layout, grading, drainage, infrastructure, erosion and sediment control, etc. from concept through completion;
  • Demonstrating experience in all aspects of land development engineering including the integration of geotechnical and environmental engineering;
  • Mentoring and overseeing junior engineering staff and project teams; and
  • Performing other duties as requested.
Qualifications
  • Bachelor’s degree in Civil Engineering required;
  • Possess a valid Professional Engineer license;
  • Possess 12+ years of successful, local and related site/civil engineering experience, with a concentration in water/wastewater and land development projects for public and private clients;
  • Experience serving Municipal Utility Districts (MUDs), utility districts, municipalities, and/or other public‑sector clients in Texas strongly preferred;
  • Strong client development and client management abilities;
  • Expertise in water and wastewater design, hydraulic analysis and design;
  • Experience in technical and proposal writing. Strong attention to detail with excellent analytical and judgment capabilities;
  • Proficiency in AutoCAD or Civil 3D;
  • Active participation in professional organizations;
  • Ability to effectively work independently and in a team environment, and to mentor staff engineers;
  • Excellent written and verbal communication skills;
  • Strong attention to detail with excellent analytical, multitasking, and judgment capabilities; and
  • Possess reliable transportation for client meetings and job site visits and a valid driver's license in good standing.
