$88,622 to $126,602 (Target Hiring Range: $88,622 to $ 105,502)

Range for Power and Energy Programs Analyst III:

$97,484 to $139,262 (Target Hiring Range: $97,484 to $116,052)

Position Purpose/Summary

The primary purpose of this position is to perform professional-level analytical work in support of the District's power supply, transmission, conservation, and distributed energy resource programs, depending on organizational assignment. Under general supervision, the position conducts research, develops analysis and models, and prepares reports and recommendations to support planning, regulatory compliance, program implementation, and strategic decision-making.

Accountabilities

• Support the District’s mission to serve our customers and foster a positive workplace by personally choosing behavior aligned with our values and ethical code.
• Perform research and analysis related to power supply, transmission, conservation programs, and distributed energy resources to support operational and strategic initiatives.
• Develop, maintain, and utilize analytical models, forecasts, and datasets to support load forecasting, resource planning, program performance evaluation, and financial analysis.
• Support development and implementation of plans such as the resource plan, power supply plan, conservation plan, demand response plan, and related program strategies.
• Assist in ensuring compliance with applicable federal, state, and regional requirements, including but not limited to Bonneville Power Administration (BPA), Energy Independence Act (EIA), Clean Energy Transformation Act (CETA), and Climate Commitment Act (CCA), by compiling data, preparing reports, and supporting audits and filings.
• Analyze and support management of power supply, transmission, and program-related contracts, including assisting with data validation, tracking, and documentation.
• Prepare technical reports, presentations, and recommendations for management, leadership, and external stakeholders based on data analysis and research findings.
• Support development, implementation, and evaluation of conservation and distributed energy resource programs by analyzing program performance, costs, and outcomes.
• Participate in cross-functional projects and initiatives by providing analytical support, coordinating data, and contributing to project deliverables.
• Collaborate with internal departments and external organizations, such as BPA, regional forums, consultants, and other utilities, to support program and planning activities.
• Stay current on industry trends, regulatory developments, market conditions, and emerging technologies related to power supply and energy programs.
• Provide support to other analysts and departments through research, data analysis, and special projects as assigned.
• Complete special projects and other duties as assigned to meet team, department, and organizational goals.

Level III Additional

• Lead and perform research and analysis related to power supply, transmission, conservation programs, and distributed energy resources to support operational and strategic initiatives.
• Develop, enhance, and oversee analytical models, forecasts, and datasets to support load forecasting, resource planning, program performance evaluation, and financial analysis.
• Lead and contribute to development and implementation of plans such as the resource plan, power supply plan, conservation plan, demand response plan, and related program strategies.
• Ensure and guide compliance with applicable federal, state, and regional requirements, including but not limited to Bonneville Power Administration (BPA), Energy Independence Act (EIA), Clean Energy Transformation Act (CETA), and Climate Commitment Act (CCA), by compiling data, preparing reports, and supporting audits and filings.

• Provide guidance and mentorship to other analysts and staff by sharing knowledge, reviewing work, and supporting development.

Minimum Qualifications, Experience and Certifications

Education and Experience - Required:

Power and Energy Programs Analyst II

• BA/BS in Economics, Business, Engineering, Science or a related field.
• Two (2) to five (5) years of relevant analytical experience.
• Experience with data analysis, data management, and reporting tools.

Power and Energy Programs Analyst III

• BA/BS in Economics, Business, Engineering, Science or a related field.
• Five (5) or more years of relevant analytical experience.
• Advanced experience with data analysis, data management, and reporting tools

Preferred:

Prefer certification related to the public power industry or analytics

Knowledge, Skills and Abilities:

• Familiarity with electric utility operations, regional power markets, and/or conservation and distributed energy resource programs is preferred.
• Ability and willingness to independently research new topics, develop subject matter familiarity, and stay current with industry trends, regulatory developments, and emerging technologies.
• Ability to read, interpret, and apply technical materials such as legislation, administrative rules, regulatory guidance, contracts, and program requirements.
• Strong attention to detail and commitment to accuracy in data analysis, modeling, and reporting. Ability to analyze complex datasets and develop clear, logical, and well-supported conclusions.
• Effective written communication skills, including the ability to clearly document analysis, prepare reports, and summarize findings for a variety of audiences.
• Ability to support the development of presentations and communicate technical information in a clear and understandable manner.
• Strong quantitative, analytical, and problem-solving skills.
• Ability to manage multiple priorities, meet deadlines, and adapt to changing assignments.
• Proficiency in Microsoft Excel and other standard data analysis tools; familiarity with databases and business intelligence tools is preferred.
• Ability to appropriately handle and maintain confidentiality of sensitive information, including customer personally identifiable information (PII), in accordance with District policies and applicable regulations.
• Successful completion of the District’s approved leadership program for the position

Level III Additional

• Advanced knowledge of utility operations, regional power markets, and/or conservation and distributed energy resource programs is preferred.
• Demonstrated ability to independently research, synthesize, and apply new and complex information, and to stay current with industry trends, regulatory developments, and emerging technologies.
• Advanced ability to read, interpret, and apply legislation, administrative rules, regulatory requirements, contracts, and technical documentation, and to translate requirements into actionable insights.
