Job description

The Population Health Analyst is a key member of WVPCA staff. The Population Health Analyst will promote, support, and facilitate clinical and quality improvement activities in community health centers in West Virginia. The Population Health Analyst will work in collaboration with the Director of Clinical Transformation to develop, implement, maintain, and enhance the utilization of data in support of data analytics and quality improvement including: electronic health record and Azara optimization; patient/population health management; quality improvement; clinical training; and value-based care activities for community health centers. The Population Health Analyst will develop an understanding of IT applications utilized by the WVPCA network (Azara, Health Information Exchange (HIE), etc.) to develop and deliver training to health centers as appropriate.

The Population Health Analyst is an at-will employee. This position may require some overtime for evening meetings, conferences, etc. and may include flex time/hours, at the discretion of the CEO or COO/CFO. This position also requires some travel within the State, and a minimal amount of travel outside the State for education, networking, etc.

Qualifications
  • Bachelor’s degree and/or equivalent experience in health related or data technology field, advanced degree preferred
  • Three years’ experience in healthcare management, accreditation, healthcare quality measurement and healthcare operations preferred
  • Knowledgeable of the community health center model of care and have specific knowledge of the community health centers in West Virginia
  • Experience with quality improvement models, tools and evaluation processes
  • Experience with leadership development and coaching

  • Strong communication skills to clearly articulate complex ideas and issues in written and oral forms
  • Knowledge, skill and ability to establish and maintain effective working relationships with a wide variety of personalities
  • Ability to work well in a professional team environment, including respect for different styles and personalities, enthusiasm for collaboration, communication, and appreciation for the critical role everyone plays in project and mission implementation
  • Must have working knowledge of Microsoft Suite
  • Must have strong analytical and research skills, including peer review literature and internet resources

  • High level of comfort with ambiguity and an ability to create direction and deliverables from it
  • Attend Association functions as appropriate, and any other functions if requested by the CEO, COO/CFO
Responsibilities
General
  • Adhere to the guidelines, policies and procedures of the WVPCA
  • Ensure that the functions and activities of the position embrace the mission, vision and Code of Conduct of the WVPCA.
  • Work closely with other WVPCA staff to provide support to health centers in an inclusive environment

Technical
  • Provide strategic and technical advice to health centers regarding clinical performance improvement and practice transformation
  • Participate in the design and management of data collection and research
  • Participate in the development of literature to demonstrate the high quality, cost-effective care delivered in community health centers
Travel Requirements

In-state and out-of-state travel is required for this position. He/she must possess a valid driver’s license and must be able to drive a motor vehicle safely, use a seat belt. Although the use of a cell phone while driving is discouraged, a hands-free device must be used if a cell phone is used while driving.

The WVPCA is a team-oriented organization, comprised of a group of professionals committed to both the mission and enjoying their jobs. The Population Health Analyst may maintain a home office and work remotely, although it is expected that the Analyst attend full staff meetings in person.
