Job description

About the Company.

PowerHouse Texas is a nonpartisan nonprofit that cultivates energy policy leaders, fosters bipartisan collaboration, and informs evidence-based policy for Texas energy and environmental challenges. We equip policymakers, legislative staff, industry experts, innovators, researchers and community leaders with educational resources that support Texas energy leadership. The Texas Energy & Climate Caucus, a bipartisan legislative caucus and legally distinct 501(c)(4), builds consensus for a sustainable Texas energy economy.

About the Position.

The Policy & Program Manager raises the energy policy knowledge base of Texas legislative offices and their staff through direct program management and legislative support. You'll run PowerHouse Texas's two flagship programs, the Energy Academy and the Policy Fellowship, as well as support the Program Director in all program execution. They alternate every other year, so your portfolio rotates year over year. During the legislative session, you'll also serve as an outside resource to Texas Energy & Climate Caucus member offices.

Responsibilities
  • Run the Energy Academy or the Policy Fellowship, whichever is running that year, from recruitment and curriculum to sessions and follow-up.
  • Plan and run briefings, site visits, forums, and other programs for legislators and staff, as assigned by the Executive Director and Program Director.
  • Serve as an outside resource to Caucus member offices during session, answering energy questions and connecting staff with experts.
  • Track legislation, hearings and interim charges on energy, and turn them into short, nonpartisan briefings and program topics.
  • Build and keep relationships with member and committee offices across both parties.
  • Help the policy team research and draft issue briefs, one-pagers and program materials.
Qualificiations
  • 2–3 years of Texas legislative experience, particularly in energy policy.
  • A firm grasp of Texas energy policy: all-of-the-above generation, the transmission and distribution grids, emerging technologies such as small modular reactors and geothermal, and Texas's market-based approach to the energy sector.
  • Working knowledge of how bills move and how offices make decisions.
  • Clear, concise writing and strong organization.
  • Ability to work with people across the political spectrum and keep a nonpartisan line.
Preferred
  • Experience running events, trainings or constituent programs.
  • Medical, dental and vision insurance, with PowerHouse Texas paying 75% of the employee-only premium; coverage starts the first of the month after your start date.
  • Flexible paid time off.
  • 13 paid holidays, including the day after Thanksgiving and Christmas Eve.
  • Up to 12 weeks of paid parental leave after 18 months of service.
  • Flexible scheduling and a hybrid work model.
  • Professional development support, including trainings and conferences.
  • Salary for this position is commensurate with the candidate’s experience.
