Job summary

George Consulting, LTD. is seeking a Policy Application Program Analyst to support the Navy Yard in Washington, DC.

The role involves analyzing security cooperation, assisting with foreign military sales assessments, and coordinating with DoN/DoD stakeholders to deliver clear, timely guidance. The analyst will translate high-level policies into actionable guidance for various audiences, including SES and Flag Officers, and will be on-site five days a week at the Washington Navy Yard to engage

  • Telework may be available depending on assignment and must be approved by the Program Manager/Contract.

Job Description:

George Consulting is seeking aPolicy Application Program Analystto support NIPO at the Washington Navy Yard.

Roles and Responsibilities:

OurPolicy Application Program Analystsupports different groups and each will have different focuses. As this supports an Echelon 2 Activity, Program Analysts are expected to be able to contextualize information in terms of how they support strategic and regional national security objectives, such as those in Combatant Commander Theater Security Cooperation Plans or Department of State regional initiatives. Additional information needs to be presented to different audiences, to include SES and Flag Officer level, and various DoD and Department of State officials, to obtain buy-in and concurrence.

ThePolicy Application Program Analystresponsibilities will include, but are not limited to:
  1. Support Department of the Navy (DoN) and Department of Defense (DoD) security cooperation, security assistance and foreign military sales assessments, staff organization, and administrative requirements.
  2. Able to work independently with limited direction and be self-motivated.
  3. Able to work with other contractor teammates and customers daily.
  4. Able to work closely with customers to ensure deliverables meet their expectations and arrive in a timely manner.
  5. Write clearly, concisely and with good grammar.
  6. Attend and actively participate in team meetings.
Technology Transfer Policy Writing Analysts Specifically
  • Review and provide guidance on Foreign Visits and/or Export Licenses
  • Provide Delegated Disclosure Authority to lower echelons based on existing DoD and Navy Policy, by decomposing current National Disclosure Policy (NDP), Technology Transfer Security Assistance Review Board (TTSARB) decisions and Low Observable / Counter Low-Observable (LO/CLO) decisions into guidance to programs and sites.
Keys to Success that We Are Looking for in Policy Application Analysts
  • Familiar with Structure of Navy
  • Ability to “Paint the Picture”:While all Program Analysts problem solve, the ability to look at minor data points and figure out connections as a real success driver. For instance, suppose a request that is little more than an request for an officer to visit Base X. The analyst would need to ask themselves, “What goes on at Base X?” Then, looking at the various activities, ask themselves if that country has a connection to those activities (e.g. has a FMS case for the type of training there, or a co-development cooperative agreement for and IPT there.) Once they can confirm the reason and associated security cooperation activity, they would then apply guidance to the visit.
  • Ability to take higher level guidance, decompose it and apply it into specific guidance. Whether sending instructions with specific limitations on a foreign visit, adding caveats to an export licensing request or drafting a Delegated Disclosure Letter, you need experience taking general rules and boundaries and creating tailored guidance to the specific matter under consideration.
  • Willingness to work 5 days a week on-site at the Washington Navy Yard (WNY)
THIS POSITION REQUIRES THE ABILITY TO OBTAIN AN ACTIVE DEPARTMENT OF DEFENSE SECRET SECURITY CLEARANCE.

      • Desired experience supporting service, joint, or OSD staffs.
      • Desired experience supporting program offices, PEOs.
      • Completions of the following formal courses are desired: DISCS SCM-FA-OL (SCM 101), DISCS SCM-OC-OL (SCM-201), and DISCS IPSR-OL.
