Qualified candidates will have US citizenship, an active TS/SCI with CI polygraph, and 10–12+ years of relevant experience (MS/MA preferred).

Qualifications

  • U.S. citizenship required.
  • Active Top Secret clearance with SCI and CI polygraph.
  • 12+ years of relevant experience with BA or 10+ years with MS/MA.
  • Experience supporting cybersecurity policy development, baseline security requirements, compliance assessments, risk analysis, and recommendations.
  • Strong knowledge of IC cybersecurity policies, governance frameworks, and RMF/ATO processes.

Responsibilities

  • Develop and publish baseline security requirements for common enterprise services while ensuring compliance with cybersecurity directives and standards.
  • Conduct critical path analysis, risk assessments, and dependency analyses to identify cybersecurity risks and impacts.
  • Develop cybersecurity requirements for program architecture artifacts, business cases, and CONOPS.
  • Provide expert guidance and actionable recommendations on cybersecurity issues, risks, and requirements.
  • Demonstrate understanding of IC cybersecurity policies and NSS initiatives across the IC.

Responsibilities

Noblis is seeking an experienced Policy and Strategy Analyst SME professional with an extensive background working at high levels of government to deliver exquisite research and analysis, design, develop, or implement strategy, and to define gaps and work across the interagency to identify solutions and make an impact within a dynamic mission-oriented environment in Bethesda, Maryland.

Job Responsibilities
  • Develop and publish baseline security requirements for common enterprise services, ensuring capabilities remain compliant with applicable cybersecurity directives, policies, and standards.
  • Conduct critical path analysis, risk assessments, and task dependency analyses to identify cybersecurity risks, dependencies, and potential impacts.
  • Develop cybersecurity requirements and constraints that inform foundational technical documentation, including program architecture artifacts, business cases, and Concepts of Operations (CONOPS).
  • Provide expert guidance and actionable recommendations on cybersecurity-related issues, risks, and requirements.
  • Demonstrate a comprehensive understanding of cybersecurity requirements and policies across the Intelligence Community (IC).
  • Maintain a strong understanding of National Security Systems (NSS) initiatives, requirements, and associated cybersecurity considerations.
  • Demonstrate familiarity with the Intelligence Community policy development and update process.
  • Possess a working knowledge of the Office of the Director of National Intelligence (ODNI) organizational structure, functions, and processes.
  • Demonstrate the ability to work independently, exercise sound judgment, and collaborate effectively as part of a cross-functional team.
Required Qualifications
  • US Citizenship is required.
  • Must have an active Top Secret Clearance with SCI and CI Polygraph.
  • Typically requires a BA degree and 12+ years of prior relevant experience OR Masters with 10+ years of prior relevant experience.
  • Proven experience supporting cybersecurity policy development, baseline security requirements, compliance assessments, risk analysis, and cybersecurity recommendations.
  • Strong knowledge of Intelligence Community (IC) cybersecurity policies, authorities, governance frameworks, and requirements.
  • Experience supporting the Authorization to Operate (ATO) process and Risk Management Framework (RMF) activities.
  • Demonstrated experience partnering and collaborating across the IC on cybersecurity and mission-related initiatives.
  • Working knowledge of National Security Systems (NSS) initiatives, IC organizational structures and processes, and the IC policy development and update process.

  • Ability to adapt to changing customer priorities and mission requirements while working independently or as part of a team.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionally adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
