Job summary

The Rhode Island Senate Policy Office seeks a Policy Analyst I to serve as a subject matter expert on state and federal health and human services policies, reporting to the Senate Policy Director.

Candidate will conduct qualitative and quantitative analysis, translate complex data into concise communication, and formulate policy recommendations for Senate committees and chairs. This fast-paced, on-site role requires flexible hours during peak legislative periods.

Qualifications

• Bachelor's degree in public policy or related field.
• At least five years of government, public policy or related experience.
• Any combination of education and experience substantially equivalent to above.

Responsibilities

• Conduct qualitative and quantitative analysis of state and federal health and human services issues as they relate to workforce, providers and patients.
• Evaluate the financial and clinical impacts of public insurance programs such as Medicare, Medicaid and private coverage.
• Formulate and present actionable policy recommendations for Senate consideration with balanced, unbiased perspectives.
• Collaborate with Senate committees, advocacy groups and stakeholders to identify issues and craft legislative solutions.
• Prepare committee briefings, pre-hearing notes and post-hearing summaries reflecting various viewpoints.

• Position level and salary will be commensurate with candidate's qualifications and experience.
• Policy Analyst I salary is posted for position.
• Increased starting salary for Policy Analyst II or Principal Policy Analyst will be based on qualifications and experience.

Monday - Friday; 35.0 hours per week

The position requires availability to work extended and non-standard hours during peak periods of the legislative session, particularly as committee deadlines and floor votes approach.

The position is based on-site at the Rhode Island State House.

Class Definition

The Rhode Island Senate Policy Office is seeking a highly motivated, dedicated Policy Analyst willing to work in a fast-paced environment to serve as a subject matter expert on state and federal health and human services policies.

General Statement of Duties

Reporting to the Senate Policy Director and working cooperatively with the Deputy Policy Director, the Policy Analyst must have a strong understanding of current local, state and national policies, as well as issues affecting Rhode Island residents. The position relies heavily on research skills and the ability to conduct in-depth analysis and to translate complex data into simplified and concise communication.

Illustrative Examples of Work Performed

• Conduct qualitative and quantitative analysis of state and federal health and human services issues as it pertains to workforce, providers, and patients as well as provide evaluation of the financial and clinical impacts of public insurance frameworks such as Medicare, Medicaid and private insurance regulations.
• In coordination with the Senate Policy Director, will formulate and present actionable policy recommendations for Senate consideration that represent a balanced and unbiased perspective. Recommendations are developed through individual (and sometimes team interaction) research, analysis and networking.
• Work with members of the Senate committees and related commissions, various local constituency and advocacy groups and other stakeholders to identify public issues and work to provide legislative solutions. Responsibilities include daily policy support to Senate members, Committee and Commission chairs and assisting the Senate Policy Director on special assignments when needed.
• Committee work includes attending assigned committee meeting hearings, providing detailed, pre-hearing notes including the perspectives of proponents and opponents of each bill that will be heard in Committee as well as post-hearing detailed notes on testimony. The Policy Analyst, under the direction of the Senate Policy Director, prepares briefings and presentations for chairs as needed.
• Mentor student interns and fellows to guide them through policy research, memo drafting and member engagement.

Required Knowledge, Skills and Abilities:

• As a representative of the Rhode Island Senate, must maintain a high degree of professional and ethical standards.
• Superior written and oral communication skills with a proven ability to distill complex, text-heavy regulations.
• Flexibility and the willingness to work both independently and in a team atmosphere.
• Strong organizational skills
• Proficiency with Office 365 Suite of products including Microsoft Word, Excel and Power Point.

Required Education and Experience:

Education: Such as may have been gained through: possession of a bachelor's degree in public policy or related field; and

Experience: Such as may have been gained through: at least five (5) years of employment in a position in government, public policy or related field;

Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.
