Job summary

Apogee seeks a Policy Analyst (Air Combat Command) to provide full-time, on-site arms control SME support to HAF/A10 and ACC, located at Langley AFB, Hampton, VA. The role covers policy formulation, implementation, and coordination across DoD components and interagency forums.

Required is US citizenship with active Top Secret clearance (SCI eligibility), a Bachelor's degree and a strong DoD background; Master’s degree preferred. This is a contract-based, on-site position contingent on award.

Responsibilities

  • Policy Formulation & Dissemination: advise on treaty negotiations and compliance; liaise between Air Combat Command, HAF, DoW and interagency forums
  • Implementation & Compliance: support treaty implementation, budgeting submissions, input into ACES
  • Exercise & Inspection Support: plan and manage annual exercises; provide on-site support and guidance
  • Education & Training: deliver quarterly updated training materials for ACC
  • Modernization & Acquisition: work with PEOs/SPOs on treaty impacts on programs
  • Analysis & Research: produce treaty analysis papers and impact assessments
  • Conference & Meeting Support: manage event materials, logistics and after-action reports
  • Policy Analysis & Recommendation: provide formal comments and recommendations on policy and operations

Job description

Apogee has an exciting new opportunity for a Policy Analyst (Air Combat Command) to support Headquarters United States Air Force (HAF/A10). In this role, you will provide full-time, on-site arms control subject-matter expertise to Air Combat Command and other DAF units, supporting a full range of arms control activities, arms control policy formulation, development, and dissemination.

The HAF/A10 contract delivers technical, analytical, operational, programmatic, and planning subject-matter expertise to HAF/A10 and its component divisions to advance national security strategic plans, policies, concepts, and initiatives.

This is a full-time, on-site position located at Langley Air Force Base in Hampton, VA.

Responsibilities
  • Policy Formulation & Dissemination. Conduct research and analysis on policy and technical issues to provide recommendations on treaty negotiations, implementation, and compliance. Serve as the primary liaison between the Air Combat Command, HAF, the DoW, and interagency forums (e.g., CRGs, IWGs)
  • Implementation & Compliance. Provide technical expertise on all treaty implementation and compliance activities. Support the preparation of annual programming and budgeting submissions for the Air Combat Command treaty-related activities. Review and provide input on Air Combat Command and unit-level compliance plans and instructions. Input all required notifications and data into the Arms Control Enterprise System (ACES).
  • Exercise & Inspection Support. Plan, schedule, and manage annual exercise events within the Air Combat Command Area of Responsibility (AOR). Assist units in preparing for treaty implementation exercises and real-world on-site inspections. Provide direct on-site assistance during exercises and inspections and update all relevant HAF and Air Combat Command guidance documents.
  • Education & Training. Deliverable: Provide quarterly-reviewed and updated Air Combat Command-unique training materials. A log of changes will be submitted with each update.
  • Modernization & Acquisition. Work directly with Program Executive Offices (PEOs) and System Program Offices (SPOs) to review and track acquisition programs, ensuring full compliance with all in-force and developing treaties. Provide treaty expertise and advice to PEOs and SPOs regarding program impacts on treaty compliance.
  • Analysis & Research. Conduct detailed research and analysis on policy and technical issues to support Air Combat Command positions on treaty negotiations, implementation, and compliance. Produce formal treaty analysis papers, impact assessments, and recommendations.
  • Conference & Meeting Support. Provide full logistical support for all Air Combat Command-sponsored conferences, workshops, and meetings. Prepare and manage all event materials (agendas, briefings, etc.), facilitate the event, and produce detailed after-action reports and meeting minutes.
  • Policy Analysis & Recommendation. Conduct continuous research, review, and analysis of policy and technical issues. Provide formal comments on official documents and produce detailed recommendations on Air Force policy and operations concerning treaty negotiations, implementation, and compliance.
  • Interagency Liaison. Serve as the primary liaison between the supported Air Combat Command and external entities, including DAF, the DoW, and other interagency planning and policymaking forums. Represent Air Combat Command equities and positions in key forums such as CRGs, IWGs, and interagency backstopping meetings.
Qualifications

Minimum Experience:

Citizenship: Must be a US citizen

Clearance: Must have an active Top Secret security clearance with SCI eligibility and be able to maintain it

Education: Bachelor's degree

Years of Experience: Ten (10) years of experience in the respective technical/professional discipline; to include five (5) years of DoD experience

Preferred Qualifications

Clearance: TS/SCI

Education: Master's degree

Years of Experience: Eight (8) years of experience in the respective technical/professional discipline; to include five (5) years of DoD experience
