Employeesin this class direct the activities associated with a shift within the patrolor special unit.Administrativeassignments include developing equipment and supply requests and providinginput on policy-related matters.Supervisory responsibilities include managing the daily work activitiesof the shift including work assignment and staffing decisions; conductingmeetings to include discussions on shift activities; reviewing law enforcementreports; and providing technical direction on matters related to the lawenforcement work and legal paper processing, performance counseling,motivation, evaluation, training, and discipline when necessary.This work requires the application of modernlaw enforcement techniques, sound judgment, and independent initiative inpursuit of work objectives.Workinvolves frequent public contact which requires tact, firmness, anddecisiveness.Work is performed inaccordance with departmental policy and State and federal law, supplementedwith specific directions from superior officers.The employees are subject to hazardsassociated with law enforcement including working in both inside and outsideenvironments, in extreme cold weather, and exposure to various hazards such asatmospheric conditions, noise, vibration, and physical conditions.Employees are also subject to the final OSHAstandards on blood borne pathogens. Work is performed under general supervisionand is evaluated through observation and review of reports.
Duties and Responsibilities:
- Supervisesall activities on a shift; participants in the development of policies andprocedures for the police department; assigns, motivates, coaches, andevaluates employee performance; conducts disciplinary conferences whenrequired; ensures proper training for all shift personnel including overseeingand participating in rookie training, recommending career development training,and ensuring proper in-service training; ensures proper staffing levelsincluding scheduling leave, training, and finding replacements for sick staffmembers, etc
- Supervisesand participates with the initial investigations which occur on a shift or workunit; determines when to call detective; determines assignments and determinesthe appropriate response to the variety of calls; provides technical advice onhow to respond in certain situations; reviews all reports and records and signsoff; ensures efficiency and effectiveness of patrol activities.
- Respondsto citizen requests and concerns; serves in the absence of higher authority ona designated shift; ensures that warrants and other papers are served in atimely fashion.
- Participatesin patrol functions to include responding to calls; providing backup to moresuspicious call; serving papers; making arrest; arrests offenders; identifies,collects, and preserves physical evidence; and prepares written reports ofpatrol activities.
- Reviewsincident and other reports completed during the work of the unit; preparesrelated paperwork related to case management; prepares documents for districtattorney and presentations to court.
- Performsspecial assignments as directed by the patrol lieutenant including overseeingvehicle maintenance, participating in hiring process, crime preventionprogramming, etc.; acts in the absence of the lieutenant.

PhysicalRequirements
- Mustbe able to physically perform the basic life operational functions of climbing,balancing, stooping, kneeling, crouching, crawling, reaching, standing,walking, pushing, pulling, lifting, feeling, talking, hearing, and performrepetitive motions.
- Mustbe able to perform medium work exerting up to 50 pounds of force occasionally,and/or up to 20 pounds of force frequently; and/or up to 10 pounds of forceconstantly to move objects.
- Mustpossess the visual acuity to perform extensive reading and performadministrative and computer work, and to distinguish details and operate avehicle on patrol.
SpecialRequirements
Possessionof a valid North Carolina driver's license and Law Enforcement certificateissued by the North Carolina Justice Training and Standards Council.

DesirableEducation and Experience
Completionhigh school, supplemented with 40 hours of supervisory training andconsiderable experience in law enforcement; or an equivalent combination ofeducation and experience.
