The City of Richmond is seeking a Police Officer Cadet (Non-certified) to join the Police Department in an entry-level role that supports early career development and mentorship during the selection and training process.

The cadet will advance to Police Officer (P-1) after completing the Police Academy and earning the TCOLE Basic Certification, following city policy on introductory periods and progression.

SUMMARY OF DUTIES

A cadet position, the incumbent will remain in this position until the successful completion of a "Police Academy" and attainment of the TCOLE Police Officer Basic Certification. At that time, the incumbent will move the Police Officer (P-1) Rank.

*In accordance with City Policy, the Introductory Period will begin following the successful completion of the academy and attainment of TCOLE Certification, and it will last for a period of one year.

MINIMUM QUALIFICATIONS

Formal Education:

• High School Diploma or GED.

Training (License and/or Certification):

• Must be able to be licensed as a peace officer in the state of Texas.
• Must possess a current valid Texas driver's license.

Other Requirements:

• Must be 21 years old, or older.
• No felony convictions or misdemeanor charges within the past five years.
• Good moral character.
• Stable employment record, with no history of any conduct, which may affect suitability for law enforcement work.

Pass each step of the selection process, which includes: written test, physical fitness test, oral interview board, psychological evaluation, and thorough background investigation.

RECRUITMENT/SELECTION PROCESS

1. Step 1: Complete and Submit Part I online application.
2. Applications must be received by 5:00 PM on Monday, September 14th, 2026. Qualified candidates will be notified by e-mail that they are eligible to test. Application may be obtained on the City of Richmond website www.richmondtx.gov
3. Step 2: Complete and Submit Part II of the application (Personal History Statement (TCOLE)
4. Applicants will prepare all required documentation needed to accompany part II of the application (Personal History Statement (TCOLE) and submit them to Lieutenant Lowell Neinast at the conclusion of the Written Test.
5. Step 3: Written Exam (Applicants will be notified of the next testing date)
   • Report on the date, time, and location for the written Exam. (No late entry to testing location) Passing score is 70% or higher.
6. Upon successfully completing the written test, the applicant will meet with Lieutenant Lowell Neinast to review Part I and Part II of the application (Personal History Statement (TCOLE) and submit all required documentation.
7. Step 4: Oral Interview Board (Applicants will be notified of the date and time for the oral interview)
8. Final Steps: Background Investigation, Chief Interview, Conditional Job Offer, Psychological Examination, pre-employment physical, controlled substance screening, another testing as required by the police academy,
9. Candidates who pass all the above will receive a final job offer. Candidates should be aware that sensitive or confidential aspects of their personal lives will be explored.
