General Functions

General duty police work in the protection of life and property and preservation of peace through enforcement of laws and ordinances.

Job Functions and Major Activities

1. Patrol the City of Homer to preserve the peace, prevent criminal operations and enforce state and local laws.
2. Respond to assignments and complaints often involving substance abuse, domestic disputes, fires, automobile accidents, misdemeanor and felony crimes.
3. At crime and accident scenes, administer first aid, conduct investigations, gather, protect and transport evidence, locate witnesses, and prepare detailed written reports.
4. Apprehend, arrest and book defendants.
5. Investigate complaints from the public and take appropriate enforcement action or refer to other agencies.
6. Prepare evidence to substantiate criminal complaints, serve criminal processes, including warrants; testify in court as required.
7. Provide routine assistance to the public.
8. Perform other duties as directed by superior officers.

Other Job‑Related Requirements

1. Must be a citizen of the United States or a resident alien who intends to become a citizen.
2. Must be 21 years of age or older.
3. Must not have been convicted of a felony or a misdemeanor of moral turpitude, or a crime that would prevent legal firearm ownership.
4. Must have satisfactory moral character, with no moral offense record.
5. Must successfully complete a polygraph examination and psychological evaluation.
6. Must possess a valid Alaska state driver licence.
7. Must pass a pre‑employment drug test.

Skills, Knowledge and Abilities

APSC certified Alaska police officer preferred. If not certified, within 14 months of employment must graduate from a state‑certified police academy and obtain basic APSC certification. Four years of work requiring public contact, knowledge of modern police methods, criminal codes at state and municipal levels, and high school diploma required. Some college courses related to law enforcement desirable.

Decision‑Making Responsibilities

Exercise independent judgment in all law enforcement duties. Responsible for decisions that may involve loss of life or destruction of property. Minor budget authority at the unit level.

Supervisory Authority

None.

External Visibility / Contact

Low frequency of contact with key city personnel. High frequency of public meetings, court and grand jury appearances. Frequent contact with general public and government officials. Infrequent contact with key service personnel.

Working Conditions

High frequency of hazardous situations and adverse weather. Irregular hours on various shifts, including holidays and overtime. On‑call status may require reporting at unusual times with minimum notice.
