Reports to: General Manager

Summary/Objective: Estimator, will develop experience calculating U.S. Navy ship repair and maintenance work, with a strong understanding of SWRMC/NAVSEA requirements, work item specification, labor development, material requirements, and subcontractor coordination. This position will be responsible for developing accurate and comparative estimates for PMAVs, CMAVs, UMAVs, Emergent Maintenance, and other Navy ship repair availabilities.

Duties include, but are not limited to:
  • Review Navy work items, drawings, technical specifications, and solicitation requirements to develop detailed cost estimates.
  • Perform detailed scope reviews to identify labor, material, subcontractor, and equipment requirements.
  • Develop labor estimates by trade and task based on the requirements of each work item.
  • Prepare and issue RFQs to subcontractors and vendors.
  • Review subcontractor and vendor quotations for scope coverage, exclusions, and compliance with solicitation requirements.
  • Identify missing information, unclear requirements, interferences, and potential cost of schedule risks during the estimating process.
  • Develop questions and clarification requests when specifications or work requirements are unclear.
  • Prepare pricing for basic work items, growth work, RCCs, CFRs, and other contract changes as required.
  • Assist with proposal preparation, pricing workbooks, cost breakdowns, cover letters, and supporting documentation.
  • Maintain organized estimating files and supporting documentation for submitted pricing.
  • Support negotiations and provide backup or justification for proposed labor, materials, and subcontractor costs when required.
  • Review amendments and specification changes and revise estimates accordingly.
  • Work within short proposal turnaround times while maintaining pricing accuracy and scope coverage.

Education / Experience Required:
  • Must be able to work in the US.
  • Minimum 2-year college degree.
  • Must have a valid California driver's license.
  • Must be able to obtain DBIDS credentials.
Preferred:
  • A plus, 3+ years of experience in U.S. Navy ship repair, maintenance, or modernization.
  • Experience estimating PMAV, CMAV, EM, or similar Navy maintenance availabilities.
  • Familiarity with SWRMC, NAVSEA, Standard Items, and Navy work item specifications.
  • Ability to read and interpret shipboard drawings, technical specifications, work items, and contract requirements.
  • Understanding of shipboard mechanical, piping, structural, electrical, and general ship repair work.
  • Experience developing labor-hour estimates and material takeoffs.
  • Experience soliciting and evaluating subcontractor/vendor quotations.
  • Familiarity with RCCS, CFRs, growth work, and change-ordered pricing.
  • Strong Microsoft Excel Skills.
  • Strong written and verbal communication skills.
  • Ability to manage multiple RFQs and proposal deadlines simultaneously.

The position requires someone who is organized, detail-oriented, comfortable working under proposal deadlines, and able to communicate effectively with vendors, subcontractors, production personnel and customers.

Position Type/Expected Hours of Work:

This is a full-time position that requires 40+ hours of work per week. M-F 0600 - 1430 (or as otherwise assigned by General Manager) with pre-scheduled overtime as needed.

Work Environment:

This job operates in an office and also a shipyard work environment.

Travel:

This position requires the ability to travel.

Physical Demands:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Must be available to work at heights, confined spaces and have ability to climb staircases and ladders of varying sizes. May involve carrying objects that weigh up to 50 lbs., frequent stooping, bending, crawling, reaching, and walking.

  • Passing a drug test and physical examination
  • Eligibility to work in the US.
  • Obtaining DBIDS level security clearance.
