Job Overview

We are seeking an experienced Senior Project Manager / Work Package Owner to support the delivery of major capital project scopes within the Cordillera program. This role will manage complex project packages across enabling works, site integration, utility and CSA tie-ins, and major equipment delivery.

The position serves as an Owner's representative, ensuring that design, construction execution, safety, quality, schedule, cost, vendor performance, and system turnover objectives are successfully achieved. The role requires close coordination with project leadership, construction management, design teams, contractors, vendors, Lilly Operations, and site stakeholders to support safe and effective execution in a live, regulated manufacturing environment.

Key Responsibilities

• Own and manage assigned project scopes from definition and design through execution, turnover, and handover. Scope areas may include enabling works, site preparation, early civil works, demolition, temporary facilities, utilities tie-ins, CSA tie-ins, existing building modifications, infrastructure, ancillary buildings, and major equipment packages.
• Manage project scope, budget, schedule, risk register, change control, claims, contractor performance, vendor performance, and stakeholder alignment.
• Lead or support contractor and vendor mobilization, field execution, daily and weekly look-ahead planning, crew productivity, installation sequencing, demobilization, and clean handover activities.
• Coordinate closely with site operations on production-impact planning, shutdown windows, operating-site change control, GMP requirements, and Management of Change processes.
• Drive HSE leadership across high-risk and live-site activities, including excavation, heavy lifts, temporary services, pre-task planning, JHAs, safe systems of work, field safety walks, and program safety expectations.
• Support design integration, BIM coordination, vendor design reviews, hold-point inspections, FAT/SAT planning and execution, logistics, shipping, receiving, rigging, set-in-place activities, and protection of equipment during construction.
• Partner with Construction Quality Leads, Design Verification Leads, C&Q, System Turnover Leads, Project Controls, and Construction Management teams to enforce inspection plans, quality gates, RFIs, field changes, design clarifications, progress tracking, and turnover readiness.
• Manage interfaces with existing site operations, utilities tie-ins, PC21 and PC27 build readiness, and project handover requirements.
• Ensure compliance with GMP expectations, applicable safety and quality standards, environmental requirements, permitting, regulatory approvals, and live-plant execution requirements.
• Escalate risks, report cost and schedule status, and communicate progress according to project controls and leadership cadence.

Qualifications

• Bachelor's degree in Engineering, Construction Management, or a related field. Relevant disciplines may include Civil, Mechanical, Chemical, or Industrial Engineering.
• 12+ to 15+ years of capital project delivery experience, preferably in pharmaceutical, biotech, chemical, or other regulated-industry environments.
• 5+ years of experience managing one or more of the following: brownfield or tie-in scopes, enabling works, civils, site-preparation scopes, major equipment packages, FAT/SAT delivery, or large-scale construction packages.
• Strong understanding of GMP environments, operating-site change control, MOC processes, regulated manufacturing execution, and validation expectations.
• Proven contractor and vendor management experience, including contract administration, change orders, claims, performance reviews, installation oversight, and field execution leadership.
• Experience with HSE leadership in active construction or live-plant environments. OSHA 30 is preferred or required depending on scope.
• Experience with Puerto Rico permitting environment is a plus.
• PMP certification preferred.
• English required; Spanish preferred or strongly preferred.

Preferred Experience

• Pharmaceutical, biotech, chemical, or other regulated-industry capital project experience.
• Brownfield execution experience in live manufacturing, laboratory, or GMP production environments.
• Experience with major equipment packages, including ASRS, SDD, OSD, process skids, utility skids, lab equipment, warehouse equipment, automation, sterile or aseptic equipment, solid dosage equipment, and vendor-managed packages.
• Experience coordinating FAT, SAT, vendor design reviews, field installation, commissioning readiness, and turnover to C&Q.
• Strong leadership capability in cross-functional coordination with operations, construction, design, quality, safety, procurement, vendors, and project controls.

Work Conditions

• Full-time onsite position.
• Expected work hours: approximately 50 hours per week.
• Travel is expected to be limited, with possible vendor-site travel depending on equipment scope.
• Contract anticipated for one year with renewal option.
