Job summary

Targa Resources seeks a capable Plant Operations Supervisor to lead Plant Operations Technicians, schedule assignments, and ensure safe, efficient operations. You will oversee safety, training, and adherence to policies while coordinating with maintenance, environmental, and engineering teams.

Leadership and Supervision Responsibilities:

• Lead and direct Plant Operations Technicians by scheduling of assignments, monitoring progress, providing direction, guidance and coaching. Ensuring delivered assignments are completed safely, timely, and correctly. Ensure all paperwork is completed on time and is correct.
• Ensure Plant Operations Technicians are trained in, and continually follow all of Targa’s policies and procedures, including but not limited to, Safety & Environmental policies, Targa’s Code of Conduct, Human Resources Policies, Standard Operating Procedures, Vehicle Maintenance Procedures etc. prior to performing work.
• Attend, participate and lead Safety meetings and ensure all Plant Operations employees attend and participate in all Safety meetings, recognize positive Safety behavior.
• Lead Safety tailgate meetings to set goals and priorities and address any concerns.
• Ensure all Safety training of subordinates is completed in a timely manner and understanding of the content is met and applied in their day-to-day work.
• Direct and manage all Plant Operations Technicians’ work and schedules including but not limited to, time off requests, Overtime, Call out’s etc.
• Responsible for the Safety and well-being of Plant Operations Technicians’, leading by example in all aspects of the job and ensure work is performed safely and accurately.
• Responsible for the oversight for all housekeeping of assigned work areas. Ensure that all of the assets that supervisor is responsible for is well maintained, clean, all safety equipment properly and timely maintained.
• Responsible for the upkeep and safe operation of a plant vehicle, UTV and while ensuring all Plant Operations’ employees are operating company vehicles safely and keeping up with vehicle maintenance prior to performing any work.
• Interview, select and hire, Plant Operations Technicians whether for short- or long-term commitments.
• Budget, monitor, and control operating expenses.
• Spend 85% of your time in the field with your technicians ensuring jobs are being performed safely, and jobs are being performed safely and workforce is trained properly.
• Ensure strong collaboration, and foster strong working relationships with various departments across Targa including but not limited to, Field, Measurement, Maintenance, I/E, ES&H, Engineering, Commercial, HR, etc.
• Lead all PSM/RMP related activities.

Technical Responsibilities:

• Operations review and monitor plant operation/processes and maintenance for optimizing quality and production of products meeting required specifications.
• Work safely and have good troubleshooting skills on plant process, electrical and pneumatic controls, pumps and control equipment.
• Be on-call and respond to plant issues as they arise by Plant Operations Technicians that are on shift.
• Lead Plant Operations Technicians to operate a cryogenic plant, mol sieve dehydration, gas compression, electrical generation, amine treating and other associated utility equipment.
• Oversee the activities of Plant Operations Technicians to ensure safe work practices are followed, plant operations are running efficiently, and the facility is in compliance with all permits and regulations.
• Oversee and developing plant personnel working with Maintenance Supervisor with routine scheduled maintenance, turn-around planning and Integrity Maintenance program for the facility.
• Oversee any and all troubleshooting needs that arise.
• Provides the necessary resources to ensure project completion.
• Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws including interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding, disciplining employees, addressing complaints and resolving problems.
• Procurement related responsibilities
• Foster strong buying practices—order only as needed, checking inventory first

Safety Responsibilities:

• Be a strong ambassador for the use of Stop Work Authority
• Conduct field reviews, observing ongoing work and reviewing live permits including inspecting tasks requiring Lock Out Tag Out (LOTO) to ensure locks and tags are properly attached and all equipment is at a “zero energy state”.
• Provide feedback after observations, taking time to stop and address unsafe acts or conditions.
• Attend PSM audits, incident investigations and PHA revalidations offering field experience to ensure action items are correct and closable.
• Follow up on CPA/PSM/RMP Action Items to ensure they are closed before due dates.
• Conduct Stop Work drills by randomly shutting down work for a short period of time and auditing permits and work being performed.
• Issue Confined Space and Critical Lift permits as needed.
• Inspect perimeter fencing and gates to ensure areas are properly secured.
• Ensure gas cylinders are secured and labeled properly.
• Ensure extension cords are being used as temporary wiring and not presenting an additional hazard (trip hazard, ground removed, damaged insulation on wiring, etc.)
• Fire extinguisher checks (check for monthly and annual inspections, replace missing or spent units, seals in place, and extinguisher in place where needed).
• Self-contained Breathing Apparatus (SCBA) inspections where applicable, (bottles with proper pressure, masks in a sealed bag, hoses in good shape).
• Safety shower inspections (showers and eye washes flow properly, no leaks, caps on eye washes, valves open easily, no tripping hazards in the path).
• Inspect signage (Personal Protective Equipment requirements, H2S warnings, emergency numbers posted, confined space, electrical boxes labeled properly, machinery starts automatically signs, storage containers marked, etc.).
• Inspect all portable and stationary ladders, steps and stairs to look for obvious damage, ensure all scaffold has been inspected and appears to be safe (remove from service if deemed unsafe).
• Ensure all electrical connections and conduit are sealed.
• Check to ensure any block valves under PSVs are locked or sealed open.
• Ensure equipment guards are in place, bolted down properly and are in good condition.
• Ensure all out of service equipment is marked as such.
• Ensure Safety Data Sheets (SDS’) are in place and up to date for all chemicals in that area (ensure Management of Changes (MOCs) are written for new chemicals being introduced to work area).
• Inspect all secondary containments for condition and to see that drain valves are plugged.
• Look for electrical grounds to be properly installed on equipment as needed and in good condition (good connections, cracked or missing insulation).
• Ensure prompt reporting of any “out of compliance” condition or environmental concerns at facilities to environmental specialist.
• Ensure proper/open communication between Operations personnel and Environmental.
• Work with environmental personnel to ensure all permit conditions are monitored and help create ways of tracking compliance tasks efficiently and accurately.
• Ensure all emissions inventory requirements are tracked at the direction of the Environmental Specialist.
• Review flaring events for accuracy in volumes, times, and descriptions.
• Review blowdown logs for accuracy.
• Communicate facility changes to Environmental Specialist including, but not limited to, tank additions, process changes, equipment changes, and changes in gas composition, as well as any upcoming outages to ensure proper reporting by Environmental Specialists. Always communicate ahead of time on engine exchanges.
• Ensure waste is being handled properly with assistance from Environmental Specialists.
• Address housekeeping issues as they occur (i.e. remediate small leaks, etc.).
• Ensure that all AVO’s are conducted, tracked and paperwork available as applicable.
• Review Spill, Prevention, Control, and Countermeasure (SPCC) plan and ensure monthly inspections and containment drainage records are conducted and submitted as applicable.
• Assist with incident investigations and regulatory communications.
• Review air permit applications for accuracy (tank list, engine lists, etc.).
• Review Deviation Reports.
• Ensure all records and blowdowns are entered into Maximo or CTS as applicable.
• Review assigned CTS tasks and ensure the data is available before closing the task.
• Keep all records in an accessible location.
• Ensure engine hours are accurately reported including emergency engines and gas-powered air compressors.
• Ensure control devices are not bypassed including unplugging of NOx sensors on engines.
• Look for visible signs of leaks or seals in need of repair (check for or create Maximo for work orders for repairs).
• Other job duties as assigned

MINIMUM ESSENTIAL QUALIFICATIONS:

• High School Diploma or Equivalent
• Minimum 5 years of work related experience
• Interpersonal communication skills are required in order to interface with all affected teams, personnel, and vendors
• Strong work ethic with demonstrated ability to effectively work with minimum supervision
• Solid computer skills to include Microsoft Office Software
• Ability to work overtime, weekends, holidays, with the ability to respond to call outs as needed to fulfill business objective and the ability to work shifts for plant or field conditions
• Ability to lift, push, and pull at least a minimum of 50lbs
• Ability to work in changing climate conditions
• Able to work in close quarters: i.e., work while kneeling, squatting, sitting, climbing, and standing
• Follow and adhere to all applicable Personal Protective Equipment (PPE) guidelines (ex: eye protection, footwear, Nomex)
• Regular and reliable attendance

PREFERRED QUALIFICATIONS:

• Associate's degree (A.A.) or equivalent from two-year college or technical school and/or training
• Knowledge of gas gathering systems and hydraulics
• Knowledge of cryogenic and propane refrigeration gas processing
• Prior work experience in extreme weather conditions
