Job summary

Warren County, North Carolina, seeks a seasoned director to lead planning and zoning, code enforcement, and related activities. You will supervise staff, coordinate with the County Manager, and advise the Planning Board and other commissions to implement long-range planning and policy goals.

The role requires a Bachelor’s in Urban/Regional Planning or related field with five years in planning and code enforcement, including supervisory experience.

Job description

GENERAL DEFINITION OF WORK:

Performs difficult professional and administrative work directing and coordinating all planning and zoning functions, code enforcement programs and activities of the county; does related work as required. Work is performed under the general supervision of the County Manager. Supervision is exercised over department staff.

ESSENTIAL FUNCTIONS/TYPICAL TASKS:

Planning, directing, coordinating and supervising planning programs, services, staff and functions; coordinating work with County Manager and department directors; providing staff and technical resource support to the Planning Board and other boards and commissions as assigned by the County Manager.

• Supervises the administration of the County Ordinances related to planning, code enforcement and zoning.
• Establishes department goals and policies through regular meetings and communications with the County Manager, Board of Commissioners and Planning Board.
• Supervises and participates in the preparation of various presentations, reports, ordinances and zoning requests for Board of Commissioners and the Planning Board.
• Discusses problems and helps develop solutions; participates with other department directors in conducting multi-department assignments.
• Provides guidance and assistance to staff; coordinates staff efforts; evaluates work performance of staff.
• Serves as professional advisor to Planning Board and Board of Adjustments.
• Discusses projects over the telephone and in person with residents, developers, engineers, surveyors, lawyers, real estate agents and other interested parties.
• Works with committees and staff to carry out communicated goals and policies and works to recommend changes in goals, policies and programs.
• Prepares the annual department budget; monitors expenditures.
• Supervises the staff administration of various ordinances.
• Utilizes and analyzes new planning applications regarding: subdivision, landscaping and site plans.
• Hires, trains, and evaluates the work of employees in the department.
• Makes on-site inspections of zoning violations and attempts to resolve the compliance matters.
• Performs related tasks as required.

KNOWLEDGE, SKILLS, AND ABILITIES:

Thorough knowledge of the principles and practices of urban and regional planning and zoning; thorough knowledge of economics, finances and sociology as they apply to planning; general knowledge of the principles and practices of civil and environmental engineering as they relate to planning; ability to interpret and analyze technical and statistical information and to prepare and present technical oral and written reports; ability to establish and maintain effective working relationships with associates, government officials, other agencies and the general public.

EDUCATION AND EXPERIENCE:

Graduation from an accredited college or university with a Bachelor’s Degree in Urban And Regional Planning, Public Administration, Landscape Architecture, or a related field, and at least five (5) years of Planning and Code Enforcement experience in a municipal or county planning department, with at least three (3) years of supervisory experience, or an equivalent combination of education and experience. Master’s Degree preferred.

PHYSICAL REQUIREMENTS:

This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires reaching, fingering, and grasping; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.

SPECIAL REQUIREMENTS:

Valid driver’s license in the state of North Carolina. American Institute of Certified Planner (AICP) and North Carolina Zoning Official (NCZO) preferred.
