Job summary

Cooperative Energy Incorporated is seeking a Planning Analyst I–IV to assist in long-range power cost forecasts, load forecasting, and resource planning for CEI Members. You will work with the VP of Member Power Supply Services to analyze market data, develop models, and support strategic decisions.

Placement within Levels I–IV depends on experience, technical skill, leadership, and impact. The role includes responsibilities from forecasting to procurement analysis and reporting for stakeholders.

Qualifications

• Advanced spreadsheet, forecasting model, database, and quantitative analysis skills.
• Experience developing and using complex forecasting, financial, operational, or resource planning models.
• Strong forecasting, scenario analysis, data validation, analytical, and problem-solving skills.

Responsibilities

• Prepare and maintain long-range power cost forecasts for CEI Members, including generation dispatch and load forecasts.
• Maintain and enhance generation resource dispatch models, planning models, datasets, and reporting processes.
• Review Member load forecasts, validate planning data, evaluate assumptions, and recommend changes when appropriate.
• Identify and evaluate future power supply alternatives, forecast costs, and assess impacts on resources.
• Support commercial operations through planning data, market and fuel price analysis, scenario modeling, and ad hoc reporting.
• Support power supply procurement, including solicitations, supplier communications, proposal evaluation, and contract analysis.
• Develop reports and recommendations for Members, management, and stakeholders.
• Coordinate with technical staff to improve databases, programming, reporting tools, and wholesale power cost modeling capabilities.
• Document planning methodologies, assumptions, data sources, rules, and validation steps.

As a Planning Analyst I-IV, you'll play an important role in helping our organization provide reliable, cost-effective wholesale power to our Member Cooperatives. Working closely with the Vice President of Member Power Supply Services, you'll contribute to long-term resource planning, Member load forecasting, power cost modeling, scenario analysis, budgeting, reporting, resource evaluation, and strategic decision-making. This role offers the opportunity to make a meaningful impact by helping shape future power supply strategies and supporting informed business decisions. Placement within Levels I-IV is based on your experience, technical expertise, ability to work independently, leadership contributions, and overall impact on the organization.

Responsibilities

Essential Duties and Responsibilities:

• Prepare and maintain long-range power cost forecasts for CEI Members, including generation dispatch, fixed-cost forecasts, load forecasts, and key assumptions.
• Maintain and enhance generation resource dispatch models, planning models, analytical datasets, and reporting processes.
• Review Member load forecasts, validate planning data, evaluate assumptions, and recommend changes when appropriate.
• Identify and evaluate future power supply alternatives, forecast associated costs, and assess impacts on existing resources.
• Analyze opportunities available from Oglethorpe Power, Green Power, regional market participants, and other suppliers; recommend appropriate participation levels.
• Support commercial operations through planning data, market and fuel price analysis, scenario modeling, and ad hoc reporting.
• Support power supply procurement, including solicitations, supplier communications, proposal evaluation, and contract negotiation analysis.
• Develop reports and recommendations for Members, management, and other stakeholders.
• Coordinate with technical staff to improve databases, programming, reporting tools, and wholesale power cost modeling capabilities.
• Document planning methodologies, assumptions, data sources, business rules, and validation steps.

Level Progression:

Planning Analyst I: Performs planning and analytical assignments with guidance while developing proficiency in load forecasting, power cost modeling, resource planning, reporting, and CEI business operations.

Planning Analyst II: Independently completes complex planning and forecasting assignments, develops analytical solutions, and provides recommendations to management and stakeholders.

Planning Analyst III: Leads major planning studies, forecasting initiatives, and resource evaluations; serves as a subject matter expert and provides guidance to other analysts.

Planning Analyst IV: Serves as CEI's lead planning resource; leads strategic planning initiatives, establishes methodologies and standards, advises leadership, and influences long-term resource decisions.

Qualifications

Required Skills and Abilities:

• Advanced spreadsheet, forecasting model, database, and quantitative analysis skills.
• Experience developing and using complex forecasting, financial, operational, or resource planning models.
• Strong forecasting, scenario analysis, data validation, analytical, and problem-solving skills.
• Ability to analyze complex information, recognize trends, and communicate practical recommendations.
• Strong business acumen and the ability to explain planning assumptions, results, risks, and business impacts.
• Excellent communication, interpersonal, organization, and time-management skills.
• Ability to interpret and apply applicable policies, regulations, contracts, and industry requirements.

Desired Skills and Experience:

• Experience with SQL, Power BI, Python, R, VBA, or other analytical technologies.
• Experience with statistical forecasting, scenario analysis, resource planning, automated reporting, or optimization models.
• Electric utility, wholesale power, energy market, commercial operations, budgeting, procurement, or strategic planning experience.

Education and Work Experience:

• Bachelor's degree preferred in Engineering, Business, Economics, Finance, Mathematics, Analytics, or a related field.
• Planning Analyst I: Generally, two or more years of relevant planning, forecasting, modeling, or analytical experience.
• Planning Analyst II: Generally, four or more years of relevant experience with demonstrated independence in complex planning and forecasting assignments.
• Planning Analyst III: Generally, six or more years of relevant experience with demonstrated leadership of planning, forecasting, or resource evaluation initiatives.
• Planning Analyst IV: Demonstrated expert-level capability and the ability to lead enterprise planning initiatives and influence strategic decisions. No fixed minimum years of experience are required.

Strengthen CEI's long-range planning, forecasting, resource evaluation, and decision-support capabilities through reliable models, disciplined scenario analysis, clear reporting, and well-documented planning processes.
