Job summary

Baltimore County is seeking a Planner II (Zoning) to perform professional planning and zoning work under general supervision in Towson, MD. You will advise the public, attorneys, and engineers on zoning regulations and interpret related documents.

Qualifications

  • OR Graduation from an accredited college with a bachelor's degree plus three years' professional planning, zoning, development or land use experience.
  • Additional planning education beyond a bachelor's degree may be substituted year-for-year for the required experience.

Job description

Pay Schedule I, Grade 29, Regular Schedule: 35 hours per week

A vacancy exists in the Department of Permits, Approvals, and Inspections, Zoning Division.

Under general supervision, performs professional planning and zoning work.

Examples of Essential Duties
  • Advise and provide technical assistance to the general public, attorneys, engineers, professional land and planners, developers, etc., regarding the interpretation and application of the Baltimore County Zoning Regulations, Zoning Policy Manual, Baltimore County Development Regulations, and the Comprehensive Manual of Development Policies relative to specific development projects and general inquires. This includes on-site "Counter Duty" for walk-ins with questions and applications. It also includes "phone duty" to answer calls inquires.

  • Review building permits, use permits applications, licenses for various Baltimore County Agencies, view minor and major subdivisions. Accept zoning petitions and assist the public regarding the filing requirements necessary for zoning hearings.

  • Prepare letters for zoning verification for residential and commercial uses. Review development projects for zoning.

  • Interpret legal zoning documents, decisions, civil engineering plans, and legal property descriptions produced from Administrative Law Judge, Board of Appeals and Circuit Court.

  • Maintain and update zoning case files. Testify at zoning hearings and descriptions for various court proceedings and for the general public.

Required Qualifications

Graduation from an accredited college or university with a master's degree in planning or a related field

Related fields such as: architecture, business administration, civil engineering, landscape architecture, law, public administration, and social sciences (e.g. economics, geography, political science, sociology, urban and/or regional affairs or studies, etc.).

(Additional planning education beyond a bachelor's degree may be substituted on a year-for-year basis for the required experience. Additional professional and/or paraprofessional planning, zoning, development, or land use experience may be substituted on a year-for-year basis up to a maximum of four years for the required education.)

Knowledge, Skills, and Abilities
  • Knowledge of the principles and practices of Zoning. Knowledge of maps, plans and other documents related to development and zoning. Knowledge of County and department rules, regulations, policies and procedures. Knowledge of state and local laws pertaining to planning and zoning. Knowledge of County zoning objectives, guidelines, and policies.

  • Skill in the formulation, review and analysis of plans, maps, drawings, permits, legislation, and other documents related to planning and zoning. Skill in interpretation and application of code, regulations, policies and guidelines. Skill in the research and preparation of comments, reports and studies. Skill in working with individuals, groups and agencies. Communication skills and skills in leading, training, and assisting others.

  • The ability to communicate effectively. Ability to understand, read, interpret and apply Baltimore County Code and Zoning Regulations. The ability to look at site plans and drawings to verify that setbacks, and use requirements comply with County code.
