Job summary

Village of Fox Lake is seeking a Planner I or Planner II to support the Development Services Department. You will assist with land use, zoning, and long-range planning, reviewing development applications, preparing staff reports, and coordinating with the Planning and Zoning Commission and Village Board.

The role involves collaboration with the Economic Development Director on redevelopment projects and working with multiple stakeholders to advance planning initiatives.

Qualifications

• Bachelor’s degree in Urban Planning, Community Planning, Geography, Public Administration, Architecture, Landscape Architecture, or related field.
• Planner I: 0–2 years of professional planning experience; internship preferred.
• Planner II: 2–5 years of professional planning experience; municipal experience preferred.
• Valid driver’s license required; AICP certification desired for Planner II.
• AICP certification within two years for Planner I.

Responsibilities

• Review and coordinate development applications including variances, rezonings, and site plans.
• Serve as primary contact for planning and zoning applications with applicants and residents.
• Review permits and development plans for code compliance.

BACKGROUND

The Village of Fox Lake (population 10,978) is located 55 miles northwest of downtown Chicago and 20 miles west of Waukegan, Illinois. Fox Lake is located in Lake and McHenry counties. The Village is located on the South Shore of Pistakee Lake, Nippersink Lake, and Fox Lake, three connected water bodies that form part of the Chain O’Lakes system. The Village of Fox Lake has a total area of 9.942 square miles of which around 20% is water. The Village offers a vibrant lakeside community with thriving local businesses, recreational amenities, and a focus on sustainable growth.

The Village of Fox Lake is seeking interested applicants for the position of a Planner in our Development Services Department.

Position Summary

The Village of Fox Lake is seeking a Planner I or Planner II to join the Development Services Department. Under the general direction of the Community Development Director, this position performs professional municipal planning and development review work supporting the Village’s land use, zoning, development, and long-range planning functions.

The Planner serves as a primary resource for development applications and zoning matters, reviews development plans and permit applications, prepares staff reports and other technical materials, supports the Planning and Zoning Commission and Village Board, conducts planning research and field evaluations, and assists with implementation of the Village Comprehensive Plan and related planning initiatives.

The position also works closely with the Economic Development Director on development and redevelopment projects, business and developer inquiries, economic development initiatives, and other projects involving both planning and economic development.

The position may be filled at the Planner I or Planner II level, depending on the selected candidate’s education, experience, professional certification, demonstrated knowledge, and ability to independently perform the duties of the position. Planner II assignments generally involve greater complexity, independence, project responsibility, and presentation to boards and commissions.

SUPERVISION

Reports to and works under the general direction of the Community Development Director.

Key Responsibilities

• Review and coordinate development applications, including special uses, variances, rezonings, text amendments, planned unit developments, site plans, plats, and other land use requests.
• Serve as a primary point of contact for planning and zoning applications and assist applicants, property owners, developers, residents, and businesses with the Village development review process.
• Review building permits and development plans for compliance with applicable zoning, subdivision, landscaping, sign, and other development regulations.
• Prepare staff reports, technical analyses, recommendations, presentations, ordinances, resolutions, notices, and agenda materials for the Planning and Zoning Commission, Village Board, and other Village committees.
• Serve as staff liaison to the Planning and Zoning Commission; attend and present at public meetings and hearings, including evening meetings.
• Prepare and maintain official minutes of Planning and Zoning Commission meetings.
• Conduct site inspections and field evaluations and assist with planning research, data analysis, GIS, and mapping.
• Assist with the maintenance and implementation of the Village Comprehensive Plan, zoning regulations, development codes, and other long-range planning documents.
• Collaborate with applicants, developers, consultants, engineers, attorneys, governmental agencies, and Village departments throughout the development review process.
• Assist the Economic Development Director with development and redevelopment projects, business and developer outreach, site inquiries, economic development initiatives, grants, and development incentives.
• Provide planning, zoning, permitting, and development-related customer service and assist with special projects and other departmental initiatives.

Experience And Education

• Bachelor’s degree from an accredited college or university in Urban Planning, Community Planning, Geography, Public Administration, Architecture, Landscape Architecture, or a closely related field.
• Planner I: 0–2 years of professional planning or closely related experience. Municipal or governmental planning internship experience is preferred.
• Planner II: 2–5 years of progressively responsible professional planning experience. Municipal government planning experience is strongly preferred.
• An equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered.
• Valid driver’s license required.
• AICP certification is required for Planner II and desirable for Planner I. Planner I must obtain AICP certification within two years of employment.

Knowledge, Skills, And Abilities

• Knowledge of municipal planning principles, land use planning, zoning, subdivision, site plan review, and development review practices.
• Ability to interpret zoning ordinances, maps, plans, development codes, and related regulations.
• Strong research, analytical, written, and oral communication skills.
• Ability to prepare and present staff reports and recommendations to boards and commissions.
• Ability to establish effective working relationships with residents, applicants, developers, businesses, elected and appointed officials, consultants, and Village staff.
• Ability to manage multiple projects, priorities, deadlines, and public inquiries.
• Working knowledge of Microsoft Office and familiarity with GIS or mapping applications.
• Basic knowledge of economic development concepts and incentive tools is desirable, particularly for Planner II.
